다자성양자원조: 다자원조의 양자화인가 양자원조의 다자화인가? 국가 사례의 제도적 접근 = Multi-bi Aid: Bilateralization of Multilateral Aid or Multilateralization of Bilateral Aid? an Institutional Approach

There has been increasing trend in the use of multi-bi aid in development area.
While many scholars have been criticizing the proliferation of multi-bi aid and analyzing its negative effects, there is relative absence of the research on the reasons for increasing preference towards multi-bi aid. We attempt to answer the question whether multi-bi aid is bilateralization of multilateral aid or multilateralization of bilateral aid. We conducted in-depth analysis with case studies on 8 representative donors, by scrutinizing each and every aspect of multi-bi aid and compared the results.

국문 초록 (Abstract)

다자성양자원조가 공여국들 사이에서 선호도가 증가하는 추세 가운데 다자성양자원조가 늘어나는 현상이 바람직하지 못하며 그 이유를 분석한 연구는 많이 이루어지고 있다. 그러나 그러한 국제사회의 비판에도 불구하고 다자성양자원조가 늘어나는 현상을 공여국의 입장에서 분석한 연구는 적다. 따라서 본 연구는 다자성양자원조가 다자화인가 양자화인가에 대한 논제를 가지고 국별 사례를 연구하여 비교․분석하였다. 다자성양자원조가 다자화에 가까운지 양자화에 가까운지는 국가별 기본원조 정책과 목적에 따라 달라질 수 있으며 사업 운영 시에도 단계별로 다르게 해석되어 실무에 반영될 가능성이 많기 때문에 단일한 결론을 내리기는 어려울 것으로 판단하였다. 이를 위해 우리는 대표성 을 지니는 공여국인 미국, 영국, 호주, 스페인, 스웨덴, 노르웨이, 덴마크, 일본의 8개 국가를 선정하여 다자성양자원조의 구성요소들을 국가별로 면밀히 조사하여 이를 분석하는 제도적 접근을 시도하였다.
