지자체 간 환경협력에 관한 연구 - 충남・경기 접경지역의 환경협력에 대한 제언 - = A study on the environmental cooperation between municipalities - proposals for the environmental cooperation in the borderland of Chungnam and Kyungki province -

다국어 초록 (Multilingual Abstract)

Cooperation is likely to be more effective than competition in environmental
betterment. It is said that environmental cooperation does good to the settlement of environmental conflicts between municipalities. However environmental cooperation will not take place in ordinary milieu. The lack of experiences in environmental cooperation and failure to seek the cooperation sphere needed to be cooperated might This paper starts from the viewpoint of requiring the environmental cooperation to solve the conflict between municipalities and to preserve the environment in the borderland of Chungnam and Kyungki province. In this context, I propose the several environmental cooperation methods and strategies that will contribute to preserving
the environment in the borderland of Chungnam and Kyungki province.

국문 초록 (Abstract)

환경 분야의 발전은 경쟁을 통해서 보다는 협력을 통하는 방법이 효과적이다.
특히 지방자치제 하에서 지자체 간에 발생하는 환경분쟁은 사후적인 해결보다는
사전적인 협력을 통한 예방이 필수적이다. 그러나 지자체 간에 환경협력은 쉽지
않다. 그 이유는 환경협력의 경험이 일천하기 때문이기도 하지만, 한편으로는 환
경협력이 필요한 분야를 발굴하지 못했음에도 기인하다.
충남과 경기도의 접경지역은 산업 및 지역개발사업의 증대와 더불어 개발여건
의 급격한 향상으로 인한 개발잠재력의 증대로 환경파괴가 우려되는 곳이기 때
문에 서둘러 환경협력을 통한 환경보전을 도모해야 할 형국이다. 이런 상황적 맥
락 하에서 본 논문은 지자체간의 환경협력에 대한 일반적인 논의를 통해 충남-
경기도의 접경지역의 환경보존에 기여할 수 있는 다양한 환경협력의 방안을 제
안하는 것을 목적으로 하고 있다.
