국방무관의 외교적 역할과 발전방안 연구: 레바논 주재 국방무관단 사례분석 = A Study on the Diplomatic Role and the Development Plan of the Korea Defense Attache: A Case Study on the Defense Attaché Group in Lebanon

국문 초록 (Abstract)

본 연구에서는 레바논 주재 국방무관단 분석을 통해 한국군 국방무관의 발전방안을 검토하였다. 레바논 주재 국방무관단의 특징은 복수무관부 위주 편성, 재파견, 주재국 통용언어 숙달, 위기상황에 기초한 활동 등으로 요약할 수 있다. 이를 토대로 한국군 국방무관 시스템의 정책적 발전방안을 다음과 같이 제시하였다. 첫째, 다양한 위기상황을 고려하여 국방무관의 임무를 부여한다. 둘째, 현재의 단수무관부 위주 편성을 복수무관부로 단계적으로 확대한다. 셋째, 무관 전문화 및 성과증진을 위해 재파견제도를 활성화한다. 넷째, 무관의 현지어 역량 등 어학능력을 집중적으로 증진시킨다. 다섯째, 무관 선발 이후의 파견교육과정에 국제관계 분야를 확대한다.

다국어 초록 (Multilingual Abstract)

This study suggests how to develop the Korea defense attache system through analyzing the foreign defense attache group in Lebanon. The characteristics of the defense attache group in Lebanon can be summarized as the organization of plural attaches, repeated dispatch, proficiency in the common languages of the host country, and activities focused on various crises.
Based on these, the author recommends these as a development plan of the Korea defense attaché system, first, attaché’s activities focused on various crises, second, organization of plural attaches, third, repeated deployment of attachés, fourth improvement of the language skills, and lastly, training focused on the international relations field for the defense attachés
