국문 초록 (Abstract)

대한제국의 근대화 정책에 대한 연구는 여러 방면에서 진행되어 왔다. 그러나 대한제국의 근대적 연료인 석탄의 부존을 확인하고 이를 자체 개발하려고 했던 과정을 평가한 연구는 전무한 실정이다. 조선의 개항 이후 열강은 조선의 지하자원에 지대한 관심을 가지고 불평등 조약을 근거로 하여 조선의 광산개발 이권을 침탈하였다. 열강의 광산이권 침탈은 주로 금광에 집중되었으나 탄질이 좋고 매장량이 풍부한 평야탄광에 대한 이권 침탈 시도도 이어졌다.그러나 근대적 연료로 사용이 확대되고 있었던 석탄에 대해서는 자체 개발을 선언하고 열강의 이권개입을 차단하였다. 이것은 근대화 산업 추진을 위해 반드시 필요한 연료의 확보라고 생각했기 때문이었다. 따라서 본 논문에서는 대한제국 근대화정책의 일환으로 추진된 평양탄광의 개발과 이를 위해 프랑스 기사의 고용과 그 내용을 밝히고 일제의 강압적인 탄광 탈취과정을 밝혔다.

다국어 초록 (Multilingual Abstract)

This study is designed to examine the historical meaning of a coal resource in the period of Daehan empire.(大韓帝國) Since modern era a coal has become a fuel of transportation such as a train and a ship. The value of a coal has been acknowledged as a power supplier of various kinds of machines. Thus Daehan empire elucidated self development of coal mines and used a coal as an energy resource of modernization while employing French engineers to develop a Pyungyang coal mine(平壤炭鑛) and procuring modern machineries. Nevertheless the exploitation of the Pyungyang coal mine was forced to stop by Japanese imperialism after the Russo-Japanese war in 1905 and was assigned as a fuel warehouse for Japanese navy in 1910. The use of the Pyungyang coal which was admired as a 'black diamond' and boasted of a high quality was restricted as a fuel for only Japanese navy. There was a clear distinction between the meaning of the coal mine development which was carried out side by side with the Daehan empire's modernization movement and the meaning of the coal resource under the occupation of Japanese imperialism. The Korean coal resource under Japanese imperialism was not a resource to propel Korean modernization but a munitions fuel for militaristic Japan. Various institutions were established and all sorts of laws were enacted to achieve the goal.
