주민참여예산제도의 제도적･절차적･행태적 한계 분석: 서울시 시민참여예산 사례를 중심으로

국문 초록 (Abstract)

서울시는 2012년에 주민참여예산제도를 도입한 이후 지난 10년 동안 주민참여예산제도의 범위와 예산규모를 지속적으로 확대하여왔다. 본 연구는 서울시가 주민참여예산을 도입하고 확대하는 과정에서 정치이념(자유주의와 공동체주의)의 영향력이 크다는 것과 특히 정치이념에 의해 주민참여예산제도의 도입형태와 운영 수준이 결정된다는 것에 주목하였다. 또한 본 연구는 주민참여예산의 규모와 범위가 일정수준을 초과할 경우 정치이념의 차이로 인해 주민참여예산을 확대하려는 주도자들과 현재의 상태를 유지하려는 관료 간의 긴장관계가 존재하나, 정치이념의 영향력도 예산과정에 내재하는 제도적･절차적･행태적 한계에 의해 제약될 수밖에 없다는 것을 발견하였다. 본 연구는 예산과정에 내재하는 주민참여예산의 예산제약조건을 제도적･행태적･절차적으로 구분하여 구체적으로 분석하였으며, 향후 제약조건의 이해를 토대로 주민참여예산의 주도자들이 관료들과 조화롭고 내실 있게 제도를 운영할 수 있는 방향성을 제시하고자 하였다.

다국어 초록 (Multilingual Abstract)

Seoul Metropolitan Government(SMG) has adopted Citizen Participatory Budget system in 2012 and extended its scope and budget size for 10 years. This paper argued that the adoption and extension of the system has been largely affected by the ideology (liberalism or commentarianism) in SMG and especially mayor and his policy advisors" progressive ideology had positive effect on the type, budget size, and operational level of the system. In addition, this paper insisted that there has been tensions between the reformers supporting its extensions and bureaucrats maintaining current status because of the difference of ideologies, and also the extent of impacts of ideologies has withholden by institutional, procedural and behavioral constraints within the budget process. This paper has specifically analyzed the above mentioned three constraints and suggested the reformers the direction on how well they operate the system, based on the understanding three constraints.
