진상규명에 대한 관료들의 책임 인식과 정치 태도 - Putnam의 관료 모형을 중심으로 - = An Exploratory Study on the Perception of Bureaucratic Accountability: Who Wants to Tell the Truth?

국문 초록 (Abstract)

본 연구는 41개 중앙 부처에서 근무하는 1,798명의 공무원에 대한 설문조사 자료를 사용하여, 진상규명에 대한 관료들의 책임 인식에 대해 탐구하였다. 먼저 우리나라 공무원들이 본인의 책임 범위를 전통적으로 요구되어 온 법적 책임을 넘어 최근 사회적으로 강하게 요구되는 진상규명까지 확장시켜 인식하고 있는지에 대해 살펴보았다. 특히, 책임의 범위를 확장시켜 인식하는 관료들과 그렇지 않은 관료들 간의 차이를 발생시키는 요인으로 Putnam의 관료 모형에서 언급된 관료들의 정치 태도에 주목하여 분석하였다. 연구 결과, 자신의 책임 범위를 법적 책임성에 국한하여 인식하는 관료들과 진상규명을 포함하여 인식하는 관료들의 비중은 비슷한 수준으로 나타났다. 한편, 관료들의 정치 태도와 책임인식 간의 관계에 대한 분석 결과, 관료들이 정책 결정 과정의 정치 행위에 대해 호의적인 태도를 가지고 있을수록, 관료의 책임 범위를 법적 책임에 국한하지 않고 진상 규명으로까지 확장시켜 인식할 가능성이 높은 것으로 나타났다.

다국어 초록 (Multilingual Abstract)

This study aims to explore the perception of bureaucratic accountability with a sample of 1,798 Korean civil servants in the central government. We also investigate the impact of political attitude on the subjective responsibility of civil servants based on Putnam’s bureaucrat model. The findings indicate that Korean civil servants still give priority to legal responsibility and only half of them extend their scope of accountability. In relation to the relationship between civil servant's political attitudes and perceptions of accountability, the more the bureaucrats have a favorable attitude toward the policy-making process, the broader the scope of accountability.
