텍스트 마이닝을 활용한 지방정부의 지역 스마트시티계획 분석 = Analysis on Local Smart City Plan of Local Government Using Text Mining

This study aims to examine local smart city plan that describes background and goal of each local smart city policy in the situation when the role of local government has been increased in the smart city policy. It analyzed text contents of SWOT analysis, and strategy in local smart city plan with using text mining and topic modeling Latent Dirichlet Allocation(LDA). The main keywords of SWOT analysis were commonly related to economy in each strength, weakness, opportunity, and threat. The main keywords of strategy were related to smart city service. Additionally, it analyzed the keywords in strategy through topic modeling LDA. As a result, it classifies smart city strategy into seven topics; Topic-1(activation of local tourism industry), Topic-2(sustainable city), Topic-3 (new industries growth), Topic-4(safe city), Topic-5(development of life-friendly city service), Topic-6(development of the old urban area), Topic-7(data driven city). It drew mismatching between environmental analysis and strategy, support for smart city policy considering local economical condition, and information security as local smart city policy implications.

국문 초록 (Abstract)

본 연구는 지방정부가 스마트시티 정책에서 차지하는 비중이 점차 증대하는 상황에서, 각 지역 스마트시티 정책의 추진 배경 및 전략 등을 확인할 수 있는 지역 스마트시티계획에 주목하였다. 본 연구는 25개 지역의 스마트시티계획 내의 SWOT 환경분석, 목표, 전략 등에 대해 텍스트 마이닝을 활용하여 주요 키워드를 확인하고, 전략은 토픽모델링 LDA를 수행하였다. SWOT 환경분석의 강점, 약점, 기회, 위기 등에서 공통적으로 확인된 키워드는 주로 경제와 관련되었다. 목표의 주요 키워드는 스마트시티 인프라를 활용한 도시이슈 해결에 해당하였다. 전략의 주요 키워드도 스마트시티 서비스 관련 키워드에 해당하였다. 전략의 키워드에 대한 토픽모델링 LDA를 수행한 결과 주제-1(지역관광 활성화), 주제-2(지속가능한 도시), 주제-3(신산업 성장), 주제-4(안전도시), 주제-5(생활밀착 도시서비스 개발), 주제-6(구도심 개발), 주제-7(데이터 기반 도시)등 7개의 주제로 구분하였다. 지역 스마트시티계획에 대한 텍스트 마이닝 결과에 따른 지역 스마트시티 정책의 함의는 다음과 같다. 분석내용을 토대로 지역 스마트시티계획 수립의 배경과 스마트시티 전략의 괴리, 지역의 경제적 여건에 따른 스마트시티 정책 지원, 데이터 관련 정보보안 전략 등을 지역 스마트시티 정책의 제언으로 제시하였다.
