Recently, the increase of women's employment after the enforcement of the act of the equal employment of the sexes has been one of the biggest social issues in advanced countries. In addition to northern European countries in which the rate of women's labor has been high traditionally, the rate of women's labor in the labor market is increasing in Canada, America, Australia, and so on. The structure of the labor market in Korea has been changing because of the increase of women's employment through the process of the economic development last forty years. Consequently, owing to information-oriented and service-oriented economy, women's labor in the company is being highlighted both the private and government sectors. Therefore, the policy of utility of women's labor is being proposed.
This study analyses the fluctuation and utility of women's labor in the process of economic development of Korea and advanced countries and proposes specific policies of the utility of women's labor in Korea.
In Korea and Japan unlike other advanced countries, the proportion of employment of women's labor is M shaped in which the rate of employment decreases significantly for the period of childbirth and child care. On examining the fluctuation of employment structure of Korea's women, one finds that Korean women occupy less high-pay managerial posts than those of EU and America and most female employment in Korea is concentrated on the low-pay posts. Or so, One finds that low utility of women's labor is conspicuous in Korea.
Therefore, to increase the utility of women's labor in Korea, policies of supporting and developing women's labor are necessary.
