국외대학의 연구데이터 관리정책에 관한 연구 = A Study on Research Data Management Policy in Overseas Universities

국문 초록 (Abstract)

본 연구는 국내 대학에서 생산되는 연구데이터를 체계적으로 수집 및 보존하고, 공유를 활성화하기 위해 효율적인 관리정책을 제시하고자 국외 12개 대학을 대상으로 연구데이터 관리정책에 대해 분석하였다. 조사 결과를 바탕으로 중복되는 요소를 분석하여 도출된 5개의 정책요소는 수집정책, 제출정책, 보존정책, 서비스정책, 저작권 관련 정책으로, 요약하면 다음과 같다.
첫째, 수집정책은 수집의 범위와 대상을 특정하여 공시하고, 수집‧지원되는 파일의 형식(format)에 대하여 명시하여야한다. 일반적으로 수집대상은 대학에 소속된 모든 교직원으로 하며, 수집범위는 수집대상에 의해 생성되는 모든 연구데이터로, 이는 학술논문, 컨퍼런스 보고서, 데이터세트, 연구보고서, 멀티미디어 등을 포함하도록 한다. 수집 대상 데이터 형식으로는 주로 pdf, marc, gif, html, txt 등과 같이 무료로 쉽게 접할 수 있는 표준 형식인 것으로 나타났다.
둘째, 제출정책은 제출자가 리포지토리에 저작물을 게시하기 위한 프로세스에 대해 제공하여야 하는데, 이는 크게 웹에 공시된 양식 채우고 단계별 프로세스를 거쳐 담당자의 승인하에 저작자 스스로 게시하는 셀프아카이빙(Self-Archiving) 방법과, 담당자에게 양식이 포함된 이메일을 보내어 접수 후 게시하는 방법 중 각 대학에 알맞은 방법을 채택하여 방법에 대한 프로세스를 리포지토리 접속시 이용자가 어렵지 않게 찾아보고 실행할 수 있도록 명시하고 있었다.
셋째, 보존정책은 제출된 데이터에 대한 액세스 제공기간, 제출된 데이터의 수명에 대한 정책 유무와 수명 결정 기준 등을 포함하며, 디지털 연구데이터에 대해 어떤 보존 장치를 이용하여 보존할 것인지, 백업을 통한 복사본 유지로 위험 대비를 하고 있는지에 대한 내용을 리포지토리에 명시하고 있었다.
넷째, 서비스정책은 각 대학별로 다른 리포지토리와 차별화된 서비스를 제공하고 있거나 특수화된 정책을 제공하는 것을 가리키며, 이를 갖추고 위해서는 해당 대학이 위치하는 지역의 특성과 역사를 파악하고 이에 대해 자료를 수집, 구축하거나 대학과 관련된 희귀자료·특수자료, 혹은 캠퍼스별·데이터별 네트워크 구축 등이 필요하다.
다섯째, 저작권 관련 정책은 대학 리포지토리에 제출되거나 저장되어 있는 모든 데이터에 대해 법률적 사항에 대하여 공시하고 있는 것으로, 주로 리포지토리 이용자와 리포지토리 데이터 제출자, 리포지토리 데이터 사용자의 권리를 보호하거나 제한하는 저작권정책, 라이센스정책, 지적재산권정책, 개인정보보호정책 등에 관한 것을 포함한다.

다국어 초록 (Multilingual Abstract)

This study analyzed the research data management policy on for 12 overseas universities to collect and preserve systematically the research data to producted in domestic university and to suggest an efficient management policy for revitalizing sharing. It analyzed duplicated factors on the survey result and 5 policy factors drawn by that are collection policy, submission policy, preservation policy, service policy and copyright related policy. The summary on these is as follows.
Firstly, collection policy must specify and announce publically a range and a target of collection and state the format of collected and supported file. Generally, the target of collection is all faculties in university and the range of collection is all research data produced by the target of collection, it includes a scientific treatise, a conference report, a date set, a research report and a multimedia, etc. The data format for target of collection are mostly free and accessible standard formats like pdf, marc, gif, html and txt, etc.
Secondly, submission policy must suggest for a process for an introducer to post a work on repository, it is specified to select proper method for each universities between Self-Archiving method that fill the scheduled form on web, pass step process, post by writer oneself under the person in charge's approval and post method after sending the email including the form to the person in charge and receipting, And it is specified for user to find and act the process to the method without any difficulty when they connect.
Thirdly, preservation policy includes access offering period for the data submitted, policy state for durability of the data submitted and decision standard of durability, etc. And it specified that use and preserve a certain preservation installation for digital research data and prepare danger preparation by maintenance of copy by backup, on the repository.
Fourthly, service policy means offering other repository and differentiated service as per each universities or specialized policy. For equipping it, that must grasp characteristic and history of the region and collect and build references to it. Or rare articles and special information related with universities or network building as per campus and data are needed.
Fifthly, copyright related policy specified to a point of law for all data submitted or saved on the repository of university. Mainly, it includes on copyright policy, license policy, intellectual property right policy and personal information protection policy, etc. that protects and limits right for users of the repository, propounder of repository data propounder and users of the repository data.
