      The purpose of this article is to develop concrete teaching program and to analyze its effect on learning for a creative thinking in the classroom of the high school. Problem solving method for a creative thinking and teacher's activity should be different from the students and contents in lessons.
      The teacher's task is initially to motivate students with the provision of basic information about hypothetical situation and its condition to decide urban location.
      A questonning and discussing methods will lead learners who have hadl a learning experience to go beyond the information given(precipitation, temperature, vegetation).
      According to the response of achievement in learning through problem-solving activity is interested in this teaching style and learnig developed in this study proved to promote learners to understand the content of topics more easily than the previous teaching method.
      The results of this reserch may contribute to developing the school geography teaching method, and the basic ideas of problem-solving learning can be applied to developing the courseware in computer-assisted learning(CAL).
