사회·환경변화와 MB정부 직업재활정책의 과제 = Subject of Social Environment Change and MB Government Vocational Rehabilitation Policy

다국어 초록 (Multilingual Abstract)

The purpose of this study to suggest the policy target, means of disabled policies and target populations of MB government for individual with a disabilities. Also, to suggest the academic direction and idea for the Korea Society of Vocational Rehabilitation. The prime focus for change rests on the disabling impacts of society itself, and it follows from this perspective that a more appropriate response is to provide disabled people with the power necessary to compel environmental changes in order to put an end to disabling social conditions.
For these purpose, this papers analyzed environmental changes of society and changes of vocational rehabilitation polices. The result of this study can be summarized as the following;
First, the MB government there is a necessity which will present a policies target of vocational rehabilitation that is based with world-wide first class nation and new-developmental setup.
Second, there is a necessity to which the vocational rehabilitation policy measures which are suitable in policies target will be considered.
Third, the policies plans which are active must be considered about change of the target populations of policies.
Fourth, The direction of study with the effort about change of individual the researched must be a focus together in social environment change.
Finally, The Korea Society of Vocational Rehabilitation with development of the policy measure which is suitable in policies target as the monitor and the overseer who are continuous must accomplish a role.

국문 초록 (Abstract)

본 연구는 사회 ․ 환경 변인에 대한 분석을 토대로 MB정부의 직업재활정책의 목표와 수단, 대상집단에 대한 방향성을 제안하고 직업재활학회와 직업재활학이 추구해야 할 학문적 방향을 구명해보고자 하는 것으로 연구결과를 통해 나타난 결론과 정책적 방안을 요약하면 다음과 같다. MB정부는 지난 문민정부, 국민의 정부, 참여정부로의 정치체제가 이관되는 가운데서도 장애인복지정책은 정치적 환경과 관계없이 상당한 발전을 이루어 온 것이 사실이나 직업재활정책은 정책목표에 부합하는 수단의 마련은 부족한 것으로 진단된다. 따라서 MB정부는 먼저, 정책목표인 세계 일류국가, 신발전체제에 부합하는 장애인 직업재활정책의 정책목표를 분명하게 제시할 필요가 있다. 둘째, 정책목표에 부합하는 직업재활 정책수단들이 강구될 필요가 있다. 셋째, 정책대상집단의 변화에 대한 적극적인 대응방안들이 강구되어야 할 것이다. 넷째, 직업재활학과 한국직업재활학회의 방향성과 관련하여 우선적으로 직업재활학의 방향이 지금까지는 장애인 개인중심의 연구로만 접근해 온 경향이 있으므로 이 개인적 변화에 대한 더욱 많은 노력과 함께 사회․환경변화에 초점을 맞추어 연구되고 해결방안들을 제안할 수 있도록 유도할 필요가 있다. 또한, 한국직업재활학회는 MB정부의 직업재활정책이 정책목표에 부합하는 수단들을 의제화하고 집행하는지 에 대한 지속적인 모니터와 감독자로서의 역할을 수행할 수 있어야 한다.
