1980년대 이후 스웨덴에서 경제정책 담론 지형의 변화 = The Change of the Economic Policy Discourse Terrain in Sweden since 1980s: Focusing on the Activities of the SNS for Disseminating the Norm Based Policy Discourse

국문 초록 (Abstract)

1980년대 이후 스웨덴 모델이 시장주의적 요소를 강화시켜가는 방향으로 변모해온 과정에서 ‘경제와 사회 연구연맹’(SNS) 소속 주류경제학자들이 생산하고 유포시킨 ‘규범정책’ 담론이 중요한 역할을 수행했다. 이들은 물가안정을 무엇보다 중시하고 시장규범의 준수를 강조하는 규범정책을 통해 스웨덴 경제의 문제점들을 해결할 수 있다고 주장하였다. SNS는 정상급 경제학자들의 집결과 동원, 효과적인 네트워킹 활동 등을 통해 규범정책 담론을 정책과 제도로 구현시켜갔다. 사민당의 경제전문가들은 규범정책 담론에 상당히 동조하였으며, LO는 이에 저항하였으나 이에 비견할 만한 종합적이고 설득력 있는 대항담론과 전략을 제시하지 못하였다. SNS의 규범정책 담론 확산 활동의 성공은 스웨덴 경제학계의 상황과도 밀접한 관련이 있다. 학계의 규모가 작고 학자들이 학맥으로 긴밀하게 연결되어 있어 학문적 입장의 동조화 경향이 강한 스웨덴 경제학계의 상황은 SNS의 활동이 성공적으로 전개되는 데 유리하게 작용하였다.

다국어 초록 (Multilingual Abstract)

Since 1980s the Swedish Model has been transformed substantially into more market-conformist socioeconomic system. The norm based policy discourse, produced and disseminated by mainstream economists in the SNS(The Swedish Center for Business and Policy Studies) has played very important role in this transformation. The economists gave priority to the price stability and have maintained that main problems of the Swedish economy would be solved by the norm based policy respecting the market norms. The SNS has realized the norm based policy discourse into actual policies and institutions by mobilizing top class economists and doing effective networking activities. While economists in the Social Democratic Party sympathized with the norm based policy discourse, LO, the Swedish national center for blue collar workers unions, opposed to it. But LO could not present any comprehensive and appealing policy alternative. The success of the SNS’s propaganda activities can be partly explained by the situation of the academic world of economics in Sweden. Due to the small size of it and the close personal relationships among Swedish economists, there has been little room for different policy opinions. This situation was quite helpful to SNS.
