The purpose of this study is to provide the alternatives to improve the public administrative services of the agro-politan districts in analyzing the case of Na-Ju city. Since 1985, the forty five rural-urban districts have been reorganize in Korean administrative districts because of unreasonable distributions in spite of having the historical, geographical and cultural homogeneity. Accordingly, it is necessary to suggest the alternatives to improve the public administrative services for making citizens` quality of life better. This study consists of analyzing and researching the reality, the problems of distributions and equity, the distinct factors of distribution, and the suggestion of the political goals for fair distributions between agro-politan districts of the public administrative services. The anticipating effects of this study are to solve the differences of rural-urban districts and the public administrative needs, to guide the shortening of personal and financial costs., to readjust the scopes and levels of public administrative services.
