This study aims to examine the substance of internationalization and the problems of Japanese local government internationalization. Since unification, there have been many discussions of internationalization. The internationalization of Japan after World WarⅡ has consisted largely of international exchange in culture, education and environment. The basic viewpoint of Japanese government by the 1980`s however, was the solidifying of its power in trade and finding a lager macket abroad. Japan is especially ecentralizing its main governing body from a nation` to `local government` in its internationalization. That means it is seeking to dominate the Asia-Region through its local government as one of national objects. Here, Asia-Region means the network of local governments among nations, economic regions in Asia, and international exchanges with Japan. The Asia-Region policy of Japanese local government is surpassing all other Asian nations Its economic power is an important variable in the security of Asia.
