This paper looked at 14 aid or therapy centers that is supported to elderly people, 9 day care centers, 3 community aged centers, 2,043 village aged centers, silver towns in Gang-won. The overall standard of care was inadequate, irrespective of where the aged lived. Inadequate management took several forms - insufficient program, poor monitoring of facilities. Although the study was undertaken in one province, the results may reflect the situation in the Korea. The continued development of facility are critical to enhancing services access and quality of service for people. That strategies be developed to address is the centers programs that impact on access of appropriate, affordable and timely in rural and remote residential aged care services. This study indicate that networking with other staff and facilities provides useful support, both in information exchange and in shared problem solving. These processes provide additional resources for residential aged care facilities to support ongoing staff development and improvement in care practices. Sustainability of improved care practices within facilities requires that changes made to care practices are reinforced. This can be achieved by changing the procedures and processes in facilities so that changes become a regular part of the operations. Finally, effective continuous improvement programs require the evaluation of training strategies leading to changes in work performance of staff, to ensure ongoing improvement in aged care practice and enhancing quality service delivery for the aged.
