가야사 연구는 정치체제와 발전 단계에 대한 견해 차이가 커서 단일 연맹체, 지역연맹체, 지역국가, 초기 고대국가 등 다양한 시각이 존재한다. 이러한 배경 속에서 고자국을 중심으로 성립한 소가야연맹체의 성립과 변천, 그리고 포상팔국전쟁을 통해 드러난 대외관계와 해양 활동을 살펴보고자 하였다.
문헌 자료와 고고학적 성과를 아울러 보면, 기원을 전후하여 고성 지역에서 형성된 고자국은 해상 교역을 통해 성장하며 사물국 등 인근 국가들과 통합하여 3세기 초 소가야연맹체를 구성하였다. 이 연맹체는 당시 해상 교역의 주도권을 장악하고 있던 김해 구야국과 충돌하였고, 그 결과 ‘포상팔국전쟁’이 일어났다. 이 전쟁은 단순한 국지전이 아니라 대외 교역권을 둘러싼 전략적 충돌로, 고자국이 주도한 해양 지향적 정치세력의 도전이었다고 평가된다.
그러나 전쟁의 실패로 소가야연맹체는 급속히 와해되었고, 이후 가야 사회 내에서 주도권을 상실하게 되었다. 그럼에도 불구하고 고자국은 5세기 초 고구려 남정 이후 일시적 재기를 이루었으며, 내륙까지 영향력을 확대하여 백제 사비 회의에도 참석하는 등 정치적 존재감을 보였다. 하지만 6세기 중엽 가야 전체가 신라와 백제 사이에서 쇠퇴하던 과정 속에 고자국 역시 신라에 병합되며 역사에서 사라졌다.
이러한 과정 속에서 주목할 점은, 소가야가 ‘小’라는 명칭을 유일하게 지닌 정치체였다는 사실이다. 이는 그 정치적 위상을 단적으로 보여주며, 가야사에서의 특수성을 해명할 수 있는 단서가 된다. 최근 고성 동외동유적, 송학동고분군 등에서의 고고학적 성과는 소가야의 세력 범위와 문화적 교류 양상을 밝혀주고 있으며, 이는 문헌사적 접근을 보완하는 중요한 자료가 되고 있다.
이 글은 소가야의 형성과 발전, 성격, 그리고 멸망 과정을 문헌사적 시각에서 체계화하려 하였으며, 향후 포상팔국 전쟁을 해양사적 관점에서 살펴보려는 시도이기도 하다. 선학 제현들의 질정을 바란다.

Research on the history of Gaya is characterized by diverse perspectives on its political system and developmental stages, ranging from a single confederacy and regional alliances to regional polities and early ancient states. Against this backdrop, this study aims to examine the formation and transformation of the So-gaya confederacy, centered on Goja-guk, and to explore its external relations and maritime activities as revealed through the Posang-Palguk War.
Synthesizing textual sources and archaeological findings, Goja-guk, which emerged in the Goseong region around the beginning of the Common Era, expanded through maritime trade and incorporated neighboring states such as Samul-guk, thereby forming the So-gaya confederacy in the early 3rd century. This confederacy came into conflict with Guya-guk of Gimhae, which held hegemony over maritime trade at the time, culminating in the Posang-Palguk War. Far from being a localized skirmish, this war is evaluated as a strategic clash over the control of overseas trade rights, representing a formidable challenge by a maritime-oriented political force led by Goja-guk.
Following its defeat in the war, however, the So-gaya confederacy rapidly disintegrated and subsequently lost its leadership position within Gaya society. Nevertheless, Goja-guk achieved a temporary resurgence following Goguryeo's southern campaign in the early 5th century, expanding its influence into inland areas and demonstrating its political presence by participating in Baekje's royal assemblies at Sabi. Ultimately, amid the overarching decline of the Gaya polities caught between Silla and Baekje in the mid-6th century, Goja-guk was annexed by Silla and faded from history.
A noteworthy aspect of this historical trajectory is that So-gaya remains the only political entity in ancient Korea explicitly designated with the prefix "small (小)." This appellation squarely reflects its political standing and serves as a crucial clue to elucidating its distinctive characteristics within the history of Gaya. Recent archaeological achievements at sites such as the Dongoe-dong shell mound and Songhak-dong tumuli in Goseong have shed light on the territorial scope and cultural exchange patterns of So-gaya, providing vital material evidence that complements the historiographical approach.
This paper attempts to systematize the formation, development, character, and eventual downfall of So-gaya from a textual perspective, while also serving as an initial endeavor to examine the Posang-Palguk War through the lens of maritime history. The author respectfully invites constructive criticism and scholarly guidance from esteemed colleagues.
