정부산하 공공기관 기록물관리의 경영성과 연계방안에 관한 연구

국문 초록 (Abstract)

최근 국내외 공공부문과 함께 기업에 있어서 기록물의 체계적 관리가 중요한 정책가운데 하나로 자리잡고 있다. 즉, 기업내부에서 발생한 경험을 지식화하는 것이 기업 경쟁력의 중심이 되고 있기 때문에 기업의 기록물관리는 기업의 중요한 자산관리전략가운데 하나가 되었다. 이에 따라 세계 각국의 기업에서는 생산하는 지식과 정보들을 수집체계 및 관리체계가 기록경영의 시스템으로 정립될 수 있도록 노력하고 있다. 조직의 가치를 극대화하고 경영활동에 반드시 필요한 권위 있고 신뢰할 수 있는 정보와 지식을 생성하고 관리하여 증거적 가치로서 제공할 수 있는 기록물 관리는 이제 선택이 아닌 기업경영 변화의 핵심인 것이다.
정부산하 공공기관은 민간위탁이나 이관이라는 정책과 함께 사기업수준의 경쟁력 강화를 정부와 국민으로부터 주문받고 있다. 이러한 외부적 요인과 내부적 필요성에도 불구하고 정부산하 공공기관의 기록물 관리시스템은 상대적으로 크게 개선되지 않고 있다.
이에 본 연구에서는 정부산하 공공기관의 기록물 관리 현황을 조사하고, 우리나라의 정부산하 공공기관의 기록물 관리체계와 적용절차를 경영성과적 측면으로 재구성하여 성과고도화 차원의 기록물관리체계를 위한 적용방안을 제시하였다. 성과측면의 기록물관리 방안에는 다음과 같은 연구내용이 포함된다.
첫째, 정부산하 공공기관에서 생산하는 공공기록물의 가치와 성과적 기록물 관리에 대한 사안을 조사한다.
둘째, 경영성과와 기록물 관리의 상관성에 대한 이론적인 내용을 검토하여 경영성과지표에서 기록물 관리 요소 영역을 분석한다.
셋째, 정부산하 공공기관 직접관리기관을 대상으로 기록물 관리에 대한 운영현황과 경영성과와 기록물 관리 인지도를 조사하여 기록물 관리 체계의 문제점에 대해 파악한다.
마지막으로, 정부산하 공공기관 기록물관리의 경영성과 연계방안을 경영성과 측면에서 제안하였다. 조직 및 인프라 구축을 위해 기관장 리더십의 확충과 기관 내 체계적 기록물 관리 수집 및 활용체계 마련 그리고 기록관리 교육 강화를 제안한다.체계적 경영시스템 관리측면에서 기록관리 운영체계의 개선과 기관의 경영 리스크관리 그리고 기록관리와 지식관리 시스템과의 통합을 제안한다. 표준화된 경영성과 체계 확립을 위해 기록경영시스템표준 ISO-30300의 도입과 기록물 평가를 통한 성과측정 점검표 마련을 제안한다.

다국어 초록 (Multilingual Abstract)

Recently, the systematic management of records at a company is taking its place as one of the most important policies of institutions with the domestic and foreign public sector. Namely, because intellectualization of experience occurred inside a company is becoming the center of company competitiveness, the records management of a company became one of important asset management strategies of a company. Accordingly, companies of world countries are making efforts to make collection and management systems of produced knowledges and informations be able to be established as a system of records management. The record management that can maximize an organizational value , generate & manage authoritative and trustable knowledges and informations necessary surely for management activities and provide it as an evidential value is the core of corporate management changes now, not a selection.
Public institutions under the Government are receiving an order on strengthening of competitiveness from the Government an people in a private company level with the policy called private consignment or transfer of control. Despite these external factors and internal necessity, the records management system of public institutions under the Government is not being largely improved relatively.
Accordingly, the present research suggested an application method for a records management system in a performance enhancement level by investigating the records management status of public institutions under the Government and reconstructing a records management system and application procedure of public institutions under the Government of our country in a management performance aspect. The following research content is included as a records management method in a performance aspect.
First, the present research investigates cases on a value of public records and performance-based records management.
Second, the present research analyzes an element domain of records management from management performance indicators by examining theoretical content on correlation of between management performance and records management.
Third, the present research grasps problems of a records management system by investigating the operating status on records management, management performance and records management system with the target of a direct management institution of public institutions under the Government.
Lastly, the present research proposed a linkage method of management performance of records management of public institutions under the Government in a management performance aspect. The present research proposes expansion of leadership of head of an institution, preparation of systematic records management & collection and utilization system inside an institution and strengthening of records management education for construction of an organization and infrastructure. The present research proposes improvement of records management & operating system, business risk management of an institution and integration between records management and knowledge management systems. The present research proposes introduction of ISO-30300, which is a standard of a records management system and preparation of a performance measurement checklist through evaluation of records.
