This study focus on the regulations related to the ground level which is to be the baseline to calculate the building areas and heights on the Building Law. Many architects and practitioners seem to be felt much difficulty to identify the ground level even though their good experiences in the building industry.
This study identified problems of the calculation of the ground level by questionnaires to practitioners, and then, found the causes of them by analyzing the related regulations.
The results are summarized as follows:
1. The ambiguity of the regulation articles causes those confusions in practice. It is necessary to make explicit the articles related the ground level themselves.
2. The disorder of the definition of the ground level between the regulations of ground floor and the other regulations is due to amendments without considering relationships between them.
3. It is reasonable by the ground level as the site surface is (the real ground level) not by the weighted average ground level to calculate the exceptions from building areas for those of them under 1 meter of the ground level.
4. It is useful for the practitioners to make efficient to the job, and then for the government to attain the reduction of appeals if MOCT(Ministry of Construction and Transportation) applied the guide for how to calculate the ground level.
