심리상담 법제화 방향성: 미국의 전문상담사(LPC)와 인증프로그램(CACREP) 사례를 중심으로 = Exploring the Possibility of Legalization of Counseling: Focus on Licensing Rules of Professional Counselors and Counseling Program Accreditation System in the U.S.

This article examined the Licensed Professional Counselor (LPC) and the Council for Accreditation of Counseling and Related Educational Programs (CACREP), which provides accreditation for counseling programs in the United States to suggest the directions for psychological counseling legislation of Korea. We specifically reviewed the educational and experience requirements for applying the LPC in line with the standards for CACREP-accredited counseling programs. Furthermore, we compared and analyzed the National Competency Standards(NCS) for the category of counseling and the counselors’ competencies emphasized in the CACREP standards. Finally, we contemplated some strategies for formulating standards on high-quality education and systemic training for counseling professionals based on the unique socio-cultural characteristics of Korea to establish the legislation that is currently being discussed.

국문 초록 (Abstract)

본 특별호 원고에서는 미국의 전문상담사(LPC: Licensed Professional Counselor) 제도와 이와 연계된 미국의 심리상담 프로그램들을 인증해주는 상담인증프로그램(CACREP: Council for Accreditation of Counseling and Related Educational Programs) 사례를 살펴보아 우리나라의 심리상담 법제화가 어떻게 이루어져야 하는지 방향을 제시하고자 한다. 구체적으로 미국에서 전문상담사(LPC) 면허를 획득하기 위해서 교육 및 수련과정의 표준이 어떻게 되어야 하는지 상담인증프로그램(CACREP)을 중심으로 살펴보고자 한다. 나아가 미국의 CACREP에서 강조하고 있는 직무역량과 우리나라의 심리상담 국가직무능력표준(NCS)의 직무역량을 비교하여 분석하였다. 마지막으로 심리상담 분야의 법제화 방안이 현실화되기 위해서 우리나라에 부합하는 상담인증프로그램 구축에 필요한 노력과 전략에 대해 논의하였다.
