우리나라 영재교육 정책의 변화와 향후 전망 = The Policy of the Gifted and Talented Education in Korea and the Prospect of the Future

국문 초록 (Abstract)

영재에 대한 특별한 교육적 서비스의 제공은 국가 차원의 법률적, 행‧재정적 지원의 근거가 있어야 하며, 영재교육에 대한 국가 차원의 지원은 국민의 지지와 관심, 국회의 합의, 정부부처 간의 협의가 있어야만 가능하다. 우리나라의 영재교육 정책의 변화는 첫째, 영재교육 정책은 시대별로 크게 암흑기, 뿌리기, 씨앗기, 줄기기로 구분된다. 둘째, 영재교육 정책은 법률이 정한 근거에 따라 ‘영재교육진흥법’과 ‘시행령’에 따라 중장기(5년) ‘영재교육진흥종합계획’과 매년 ‘시행계획’에 이르기까지 체계적인 법‧제도적 절차에 따라 영재교육정책이 지원되고 있음을 알 수 있다. 셋째, 영재교육 정책은 교육부 등 정부부처 합동으로 이루어지고 있다. 마지막으로 영재교육의 청사진이라 할 수 있는 ‘영재교육진흥종합계획’에는 도입기, 발전기, 도약기로 구분하여 계획을 추진해 왔다. 앞으로 영재교육정책이 지금까지의 양적 확대 위주의 정책에서 질적 성장을 도모하기 위한 정책적 제언을 하면, 첫째, 영재교육 강화 정책과 동시에 사회적 관심 제고와 영재교육을 지원하기 위한 예산 확보가 우선되어야 한다. 둘째, 정부 부처별로 시행되고 있는 분야별 영재교육정책에 대한 중앙 컨트롤 타워가 필요하다. 셋째, 영재교육이 성공하기 위해서는 영재교육 담당 교원의 전문적인 핵심역량과 사기진작방안이 중요하다. 마지막으로, 영재교육 관련 연구자들의 정책 참여 활동이 더욱 활발히 이루어져야 할 것이다.

다국어 초록 (Multilingual Abstract)

The offer of special educational services for gifted and talented is based on legal, administrative, and financial supports of the government. These governmental supports would be fulfilled only when the interests and supports of the citizen, the consent of national assembly and the consultation between government ministries are in place. The evolution of gifted and talented education policy in Korea can be summarized as follows. First, the gifted and talented education policy can be divided into four periods: dark age, root age, seed age, and stem age. Second, gifted and talented education policy is based on legal foundation. Third, gifted and talented education policy is conducted by joint-ministrative actions with Ministry of Education as the center. Finally, Master plan for the promotion of gifted and talented education, which is the blue print of the future policy orientation, is dividing the history of the policy as introduction stage, development stage, and and take-off stage. To make the gifted and talented education policy mature qualitatively in the future, the following policy orientation would be required. First, it is needed to secure sufficient budget to support gifted and talented education and to promote social interests for gifted and talented education. Second, the control tower is needed to coordinate the policies proposed by different ministries. Third, the improvement of competency and the reinforcement of motivations of gifted and talented education teachers are needed. Finally, the researchers should participate more actively in the policy making process.
