북극의 정치학과 북극정책의 새로운 길 = Politics of the Arctic and New Pathways for Arctic Policy in Korea

국문 초록 (Abstract)

본 논문은 현재 북극 거버넌스의 구조에 대한 이해를 바탕으로 현재 북극과 관련된 정치경제적 이슈들을 분석함으로써 북극을 정치학적으로 이해하고자 한다. 이를 위해 첫째, 현재 북극 거버넌스의 구조를 국제적 수준과 지역적 수준으로 구분하여 북극 거버넌스의 분절성과 한계를 이해한다. 둘째, 북극에서 지속적으로 발생하고 있는 다양한 이슈들을 둘러싼 갈등과 최근 새롭게 등장한 이슈들을 분석하고, 마지막으로 개발협력과 관련하여 한국 북극정책의 새로운 길을 모색하고자 한다.

다국어 초록 (Multilingual Abstract)

This paper seeks to understand the Arctic from a political sciences perspective by analyzing the political and economic issues related to the arctic based on a knowledge of the Arctic governance structure. To this end, this research first distinguishes the international level and regional level of Arctic governance to understand the discontinuity and limits of the governance. Second, it seeks a new path in Korean Arctic policy by the various conflicts arising in the arctic and new issues related to the Arctic.
