지속가능 산업화 논의의 북한 적용 = When Industrialization Would Contribute to the Sustainable Development?: An Analysis of North Korea’s Industrialization

This paper explores the North Korean case based on a research questions “When industrialization could contribute to the sustainable development of the country?” To do this, the author would build up an “integrated approach model” from previous studies, and apply this model to North Korea’s industrialization. According to the analysis, the fundamental reason for the failure of industrialization in North Korea to contribute to economic growth was from the implementation of internal-oriented industrialization, the unfriendly international atmosphere, and political instability. In terms of more recent stories of North Korea’s industrialization, North Korea has seen little progress for sustainable industrialization due to a slowdown in the proportion of value-added production in the manufacturing sector, a sharp drop in the proportion of exports, as well as the creation of an unfriendly external environment. Meanwhile, this paper is meaningful as a very beginning step that has tried to understand North Korea’s sustainable industrialization and set goals and indicators in line with international discourse.

국문 초록 (Abstract)

본 논문은 어떠한 경우에 산업화가 해당 국가의 지속가능한 발전에 기여할 수 있는가에 대한 연구질문을 바탕으로 북한 사례를 탐색한다. 연구의 주요 내용은 개발도상국들이 보유한 특징과 국제사회가 제안하는 일반성을 모두 고려하여 ‘통합적 접근 모델’을 도출하는 것과 이를 바탕으로 북한의 산업화를 분석하는 것 등을 포함한다. 통합적 접근 모델은 정책내용과 정책이행 측면의 여러 요인들로 구성된다. 정책내용은 성장부문과 지속성부문의 논의를 다루며, 정책이행은 대외환경과 대내환경에 대한 논의를 포함한다. 분석결과, 한국전쟁 후 북한의 산업화가 경제성장에 성공적으로 기여하지 못한 이유는 첫째, 정책내용과 관련하여 내부지향적인 산업화의 추진 때문이었으며 둘째, 정책이행과 관련하여 비우호적인 국제 환경 및 불안정한 국내정치 상황 때문이었던 것으로 요약할 수 있다. 최근 북한의 지속가능 산업화는 정책내용과 관련하여 제조업의 부가가치 생산 비중의 침체, 수출 규모의 급감 뿐 아니라 정책이행과 관련하여 비우호적인 대외환경 조성 등으로 인해 발전적인 이행을 거의 찾아볼 수 없다. 한편 본 논문은 유사한 연구가 부재한 상황에서 북한을 대상으로 지속가능 산업화를 이해하고, 국제적 기준에 부합하는 목표와 지표의 설정을 시도한 최초의 연구로서 의의를 가진다.
