증거기반정책에 관한 연구 - 증거의 편의(Bias)를 중심으로 - = A Study on Evidence-Based Policy - Focused on the Bias of Evidence -

다국어 초록 (Multilingual Abstract)

Evidence-based medicine developed after World War II influenced policy studies, and since the 1990s, evidence-based policy received a lot of attention. In particular, after Prime Minister Tony Blair of the UK and President Obama of the US mentioned the evidence-based policy, it has spread to international organizations and many countries.
Evidence is very important in the policy process. The problem is that the evidence used in the policy process must be good evidence. Various opinions exist about good evidence, but in this study, good evidence is considered to be evidence that does not deviate significantly from policy reality. In other words, the smaller the bias, the better the evidence.
Evidence bias can be divided into methodological bias and value bias. Methodological bias is a bias that occurs due to a wrong application or defect in the methodology without intention or value intervening in the process of generating, interpreting, and using evidence, and value bias is a bias caused by the intervention of a specific value in the policy process.
Methodological bias can reduce the size of bias through continuous investigation, review, and revision, but value bias does not. It can be said that adequacy, appropriateness, reliability, and legitimacy have an effect on value bias.

국문 초록 (Abstract)

제2차 세계대전이후 발전한 증거기반의학은 정책학에 영향을 미쳐 1990년대 이후 증거기반정책은 많은 관심을 받았다. 특히 영국의 토니 블레어 수상과 미국 오바마대통령이 증거기반정책에 대해 언급한 이후 국제기구와 많은 나라로 확산되었고 적용영역도 건강정책에서 사회복지, 학교교육, 청소년 문제 등 다양한 분야로 확대되었다.
정책과정에서 증거는 매우 중요하다. 문제는 정책과정에서 활용하는 증거가 좋은 증거여야 한다는 것이다. 좋은 증거에 대해 다양한 의견이 존재하겠지만, 본 연구에서는 정책현실과 괴리되지 않은 증거가 좋은 증거라고 생각한다. 즉 편의(bias) 크기가 적으면 적을수록 좋은 증거라고 할 수 있다.
증거의 편의는 크게 방법론적 편의와 가치 편의로 구분할 수 있다. 방법론적 편의는 증거를 생성․해석․활용하는 과정에서 의도나 가치가 개입하지 않고 방법론을 잘못 적용하거나 결함으로 인해 발생한 편의이고 가치 편의는 정책과정에 특정한 가치가 개입되어 발생한 편의라고 할 수 있다.
방법론 편의는 지속적인 조사․재검토․수정 등의 과정을 거치면서 편의 크기를 줄일 수 있지만, 가치 편의는 그렇지 않다. 가치편의에는 적정성, 적절성, 신뢰성, 정당성이 영향을 미치고 있다고 할 수 있다.
