      다국어 초록 (Multilingual Abstract)

      Housing, which is the basic space of human 1ife occupies the most important situat ion among the necessities of human life and is the fundamental factor for us to lead a life worthy of men.
      So, these days the problems related to housings have been appearing as the matter of policy in modern states advocating social welfare.
      The shortage rate of housing was 25.5% in 1980, 26.9 % in 1982 and 28.9% in 1984 and such a rate is increasing every year in korea.
      Especially in Taegu City as the shortage rate of the housing was 45.3% in 1985. They showed that about half of the whole families didn't have their own houses.
      As above mentioned, the housing shortage in Taegu City is critical condition and seems to get worse due to a natural increase in population, the nuclearization of families and the increase of demand for housing owing to the rising standard of 1iving.
      However, as it takes us long time to construct housing and is in need of ample funds, many peoples don't easily process their own houses in Taegu City.
      Moreover, it is difficult for the populace to own their houses due to a remarkable price advance of housing.
      So, it is the matter of policy that the government authorities must solve the problem of the housing shortage and guarantee the stable supply of houses.
      It is the most desirable that we should own a house per a family. It is, however, impossible for us to accomplish such a situation. So, 1 think that the policy on housing should be drastically amended from our own housing policy to our housing rent policy.
      In conclusion, 1 recommend the raising measure of the rental housing as follows ;
      Firstly, extend the supply of rental housing.
      For extending the rental housing supply, at first, we secure the housing funds and housing site, and uplift the investment efficiency.
      Secondly, the expansion of the construction of rented houses on a civil side.
      The government can't build all rented houses in this country.
      So, the goverment authorities must work out a multilateral backing policy on finance and tax system in order to expand construction of rented houses on a civil basis.
      Thirdly, the establishment of a administrative organization to take complete charges of the policy on rented houses.
      The government must work out systematic and consistent policy on housing on a long basis through establishment of such an administrative organization.
      Fourthly, the enforcement of a system a permanent house on rent.
      A heavy burden on rent will be reduced and we will live a stable life owing to the enforcement of such a system.
      I think we can use the rental housing effectively. And rental housing will be contribute to social welfare and housing policy.
