한국형 우주항공청 조직구성에 관한 연구 = A Study on the Organizational Structure of the Korean Aerospace Administration

다국어 초록 (Multilingual Abstract)

This study aimed to identify issues with the proposed 2021 organizational structure of the Korean space agency and provide a framework for the agency's future organization based on analysis of space development organizations in advanced countries. The analysis revealed different control types in foreign space agencies, including direct presidential control, parliamentary and cabinet control, and alliance-based control. In July 2023, a new organizational structure was proposed for the Korean space agency, simplifying it to be under direct presidential control, unlike the 2018 proposal. However, there's a lack of clear guidelines for the inclusion of research and development functions from existing research institutions, leading to debates on how research and development should be integrated into the space agency's work. The Korean space agency has become an organization with horizontal coordination like other major national agencies but still faces challenges, including conflicts in gathering opinions from parliamentary committees and undefined relationships with existing research institutions.
In summary, the study highlights the need for clear guidelines and decision-making to enhance the Korean space agency's structure and efficiency.
