생성형 인공지능 모델(GPT)을 활용한 고소 프로세스 개선에 관한 연구: 차용사기 사건을 중심으로 = Research into the Improvement of the Criminal Complaint Process and Legal Issues Utilising Generative Artificial Intelligence Model(GPT), with a Specific Focus on Cases Involving Borrower Fraud

국문 초록 (Abstract)

이 연구는 국민의 형사 고소 절차에 대한 비용 절감과 편의성 증진, 그리고 경찰의 업무 부담 완화를 목표로 고소장 작성의 효율성과 접근성을 개선하는 새로운 시스템을 제시한다. 현재 고소인은 고소장 작성을 위해 법률 전문가에게 상당한 비용을 지불하고, 복잡하고 중복된 절차를 겪어야 한다. 이러한 절차는 경찰의 고소 접수 과정에도 불필요한 반복 업무를 초래하며, 경찰의 업무 부담을 증가시킨다.
이러한 문제를 해결하기 위해 본 연구는 GPT 기반의 고소장 자동 작성 시스템을 구현하였다. 시스템 구현에 앞서 법령과 판례에 대한 검토를 통해 이 시스템이 법적 문제에 어긋나지 않음을 확인하였다. 더 나아가, 새로운 시스템을 경찰의 현 고소 접수 시스템에 어떻게 적용할 수 있을지에 대한 구체적 방안을 제시하였다.
본 연구의 결과는 고소인의 비용 부담 감소와 편의성 향상, 그리고 경찰의 업무 부담 완화에 따른 수사 효율성을 제고하는 데 이바지할 것으로 예상된다. 경찰 업무에 인공지능 기술인 GPT를 처음으로 적용하고자 하는 시도로서 본 연구는 중요한 의미가 있다.

This study puts forth a novel mechanism to boost the effectiveness and accessibility of registering a complaint, aiming to curtail the expenses and enhance the convenience of the criminal complaint process for the public, while also alleviating the workload of the police. Presently, complainants are required to shell out hefty sums to legal experts and undergo a convoluted and redundant procedure to formulate their complaints. These procedures also result in redundant processes for police complaint reception while also increasing the police workforce's burden.
To address these issues, a GPT-based automated complaint generation system was implemented in this study. Before its implementation, an examination of legal requirements and precedence was carried out to ensure that the system does not breach any legal regulations. Furthermore, this study offers practical recommendations on how the new system can be integrated into the current police complaints system.
The findings are anticipated to enhance investigative efficiency by lessening costs, augmenting complainant convenience, and reducing the police workload. This study is noteworthy as it represents the initial endeavour to implement GPT, an artificial intelligence technology, into police operations.
