Jeollanam-do (hereinafter, Jeonnam) Province, as the country's de
facto first province leading the development of fisheries, is equipped
with optimized location, humane and natural environments for fisheries.
However, it is increasingly faced with difficult situations as the internal
and external conditions surrounding the fisheries are getting aggravated,
and thus the policy measures for securing the survival and sustainability
of fisheries are urgent.
This study purports to analyze the current status, the internal, and
external conditions of marine fisheries in Jeonnam Province and, based on
this analysis, to select the priority areas and to provide suggestions for
the sustainable development and future growth of the marine fisheries in
Jeonnam Province.
Until now, the development strategies relating to marine fisheries have
been limited to the analysis with focusing on some competitive varieties
and items, based on the data on overall Korean fisheries. In addition, data
or informations relating to marine fisheries issued by local research
institutions are out of date and thus not adequate to utilize. In case of
researches on Jeonnam marine fisheries, the focus was on the specific
sectors of the fisheries, therefore, the policy data for establishing the
overall development indicators are insufficient. This study, utilizing the
most recent data and information available, purports to analyze the status
of Jeonnam marine fisheries, to select the policy measures, and to
provide policy suggestions that should be urgently carried out reflecting
the realities of Jeonnam marine fisheries.
For the effective conduct of the research and the timely policy
recommendations, this study investigated the current position of marine
fisheries sector by conducting the SWOT analysis for each sector of the
marine fisheries of Jeonnam Province. The SWOT analysis shows that
Jeonnam marine fisheries have more advantages than other local marine
fisheries and can be managed more efficiently than the others, if it
overcomes the weakness and threats and utilizes the strength and
opportunities. Thus, the Jeonnam Province can help to strengthen the
food security and the national competitiveness if it develops the marine
fisheries as a new engine for the development.
Besides, this study suggests the direction of fishing port development
policies and provides the foundations for the preparation of fishing port
development policies by examining comprehensively the value of fishing
port that is considered as the sources of local fisheries development and
the creation of value added.
Based on results derived from this research, this study provides policy
suggestions with proposing some core projects for the preparation of
policies required to develop the marine fisheries in order to revive the
Jeonnam Province as the country's de facto first province leading the
development of marine fisheries in the future.
The major policy recommendations derived from this research can be
summarized as follows.
First, Jeonnam Province should secure and maintain the sustainability
of marine fisheries resources in order to secure the competitiveness and
profitability of marine fisheries. It should maintain the stable amount of
fisheries resources by setting an adequate closed season and operating
area, and expanding sea ranch and sea forests. In addition, it should
prevent the over-fishing and devastation of fishing ground resulting from
over -fishing by the continued implementation of the restructuring of the
offshore fishing vessels and the establishment of operation order.
Second, small-scale fisheries and their structure need to be scaled
and commercialized to raise the fisheries that can produce high value
added. The income of fishermen and the benefits of consumers need to
be maximized by the improvements of underdeveloped marine fisheries
distribution structure. In addition, Jeonnam Province should raise
aquaculture industry as a strategic industry yielding high value added in
the future. To fulfil this purpose, the restructuring of fisheries should be
enforced and future strategic breeds should be raised intensively. In
addition, the management of safety and quality should be strengthened in
order to overcome safety barriers of the increasing international food
hygiene and safety requirements and to ensure export competitiveness of
local fisheries products.
Third, multi-functional complex fishing ports that meet local conditions
should be developed through the expansion of infrastructure of fishing
ports in order to secure the living conditions of the fishing villages, the
conditions of stable production, other income of fishermen and residents
of fishing villages, and their creation of value added.
Fourth, policy support to fishing villages such as the support to
returnee fishermen should be expanded in order to enliven the fishery
economy that is suffering from the gradual loss of competitiveness due to
the aging and population decrease in the residents. More efforts should
be devoted to secure the professional fisheries experts such as
establishment of educational institutions in order to raise the promising
human resources that will react flexibly to the value and the potential of
the marine fisheries resources and lead the new era of local fisheries.
In conclusion, this study is meaningfully suggests timely policy
recommendations based on the scrutinized examination of conditions and
realities of Jeonnam marine fisheries. Besides, this study covers statistical
indicators and suggests policy projects that should be considered for the
preparations of policy measures that can be utilized for the development
and advancement of Jeonnam marine fisheries. It is expected that this
study can be widely used by the policy makers of the local marine
fisheries and regional fishery managers.
