      제도는 일단 성립되면 지속되려고 하는 경로의존성(path dependence)를 갖는다. 그럼에도 불구하고 외부환경의 변화에 따라 끊임없이 변화해 간다. 본 논문은 이러한 변화의 원리를 지배하는 메커니즘을 규명하기 위하여 시도되었다. 유럽 안보협력회의로 출범한 CSCE는 동서냉전 구조의 해체를 겪으면서 새롭게 유럽안보협력기구인 OSCE로 재탄생 하였다. 제도는 참여하는 행위자들간의 권력관계, 이해관계, 그리고 행위자들이 공유하고 있는 지식이 총체적으로 상호작용하여 출현한(emergent) 결과(property)이다. 본 논문은 이 메커니즘을 규명하기 위하여 권력, 이해, 지식을 매개변수로 보고 이들의 변화가 제도 내부의 모순을 야기하고 이 모순이 제도의 효율성을 저해하여 결국 제도양식의 변화를 초래하는 것으로 설명하였다. 제도는 결국 권력, 이해, 지식의 변화와 기존 제도간의 존재하는 모순과 비정당성을 인식한 행위자의 개선동기에 의해 변화된다.

      The objective of this article is to analyze the entire scope of institutional change concerning the change from the CSCE to the OSCE (1972-1994). A theoretical underpinning of this article is a path dependent approach to institutional change. The path dependent approach accounts for institutional reinforcing property, by and large, by referring to three parameters, power, interests and knowledge. However, this approach does not explain how an institutional change unfolds. Thus, this article presents a proposition to explain three causal sequences underlying institutional change as follows: The change of parameters generates endogenous contradictions; endogenous contradictions undermine regime effectiveness; and consequently, the erosion of regime effectiveness brings about the modification of institutional mode. The validity of this proposition was verified in the case analysis of the CSCE.
      The case analysis indicates that institutional change is a complex phenomenon which can be generated by endogenous processes, exogenous shocks, and combinations of both. Nevertheless, it can be concluded that an institutional change is ultimately caused by a change in actors’ cognitive system. More specifically, it occurs when the institutional fabrics are contradictory and illegitimate to the body of knowledge shared by actors.
