스위스의 전자투표:도입배경, 현황 및 전망을 중심으로 = E-voting in Switzerland: Background, Situation and Evaluation

다국어 초록 (Multilingual Abstract)

This article, with the case study on Switzerland's e-voting, tries to illustrate the relation between e-voting and democracy. Until recent years, most researches on this relation were dominated by technology-determined interpretation. That is, they regarded the development of technology in e-voting direct with the development of democracy. On the contrary to this perspective, this article tries to emphasize political, economic and social aspects of e-voting in Switzerland. After carefully looking at these variables, this articles come upon different conclusion on the relation between e-voting and democracy with the technology- determined interpretation. Namely, this article assert that the democracy can not be solely through technology factor determined, but more with political, economic and social factors.

국문 초록 (Abstract)

이 글은 전자투표의 도입과 성공여부에 대한 관계를 스위스의 사례 분석을 통해 밝혀보고자 하고 있다. 양자의 관계에 대한 기존의 연구들은 주로 전자투표의 물리-기술적인 속성에 관심을 가지고 진행되어 왔다. 그 결과 전자투표와 관련된 기술적 발전이 곧 민주주의의 발전을 가져온다는 기술결정론적인 시각이 팽배하였었다. 이 글은 이런 기술결정론적인 시각과는 달리 정치·경제·사회적인 변수를 중심으로 전자투표의 속성을 분석하였다. 스위스의 사례 분석을 통해 전자투표가 도입되는 정치·경제·사회적인 배경 및 과정을 살펴보고 이런 조건들이 스위스의 전자투표의 성공여부와 어떠한 상관관계를 가지고 나타나는지를 보려고 하였다. 그리고 결론적으로 기술결정론적인 시각과는 달리 스위스의 경우 전자투표의 기술적인 발전이 곧바로 성공, 즉 민주주의 발전과 직결되는 것이 아니라 다른 정치·경제·사회적인 요인들과 더 밀접한 연관성이 있다는 것을 주장하였다.
