장애인 자산형성지원: 해외 정책 사례 및 시사점 = Asset building for people with disabilities: policy learnings from the international experience

국문 초록 (Abstract)

전통적인 공공부조성 소득보장과 고용지원의 한계에 대한 인식에 기초하여 보충적인 장애인 소득지원으로서 자산형성 프로그램이 부각되었다. 최근 국내에서도 일부 지자체에서 장애인 자산형성 프로그램을 도입하기 시작했으나, 제도의 접근성과 효과성, 그리고 장기지속성에 대한 우려와 불확실성이 존재한다. 장애인 자산형성 지원 프로그램은 다양한 목적과 방식으로 설계 및 운영이 가능하다. 본 연구는 해외의 장애인 자산형성 지원 프로그램을 검토하여 국내 장애인 자산형성지원 프로그램의 설계와 운영을 지원할 원칙과 가이드라인을 도출하는 것을 목적으로 한다. 이를 위해 미국의 에이블계좌(ABLE Accounts), 캐나다의 등록장애저축(RDSP), 그리고 영국의 저축지원계좌(Help-to-Save scheme)를 심도있게 검토하고 시사점을 제시했다.

Based on the recognition of the limitations of traditional income security and employment support, asset-building programs have emerged as a supplementary income support for people with disabilities. Recently, some local governments in Korea have begun to introduce asset-building programs for people with disabilities, but there are concerns and uncertainties about their accessibility, effectiveness, and long-term sustainability. Asset-building support programs for people with disabilities can be designed and operated in various ways and for various purposes. This study aims to identify principles and guidelines that can support the design and operation of asset-building programs for people with disabilities in Korea by reviewing asset-building programs abroad. To this end, the ABLE Accounts in the United States, the Registered Disability Savings Program (RDSP) in Canada, and the Help-to-Save scheme in the United Kingdom were reviewed in depth and implications were presented.
