VOLUME 22 of the series of special Reports on educational subjects brought out by the Board of Education deals with Provision made for Children under Compulsory School Age in Belgium, France, Germany, and Switzerland (Cd. 4477, 283 pp., 1s. 3d.). In France the age is 6, and the provision consists of creches receiving children from 8 days to 3 years old, and ecoles maternelles receiving them from 2 to 6 years old. The whole subject bristles with political, social, industrial and economic problems, but the writer does not seem to be aware of their existence, or, at any rate, of their significance.
