지방정부에 대한 신뢰와 투표참여

국문 초록 (Abstract)

정부신뢰와 투표참여 사이에는 일정한 관계성이 존재한다는 오래된 주장에도 불구하고, 선행연구들에서는 정부신뢰와 투표참여의 일관된 관계가 도출되지 않았다. 본 연구는 정부신뢰를 체제신뢰와 정권신뢰로 구분하고, 투표참여의 동기를 고려하여 정부신뢰와 투표참여의 관계를 더욱 명확히 분석하였다. 특히 논의의 수준을 지방정부로 한정하여 두 변수 간 관계를 구체적으로 논의하고자 하였다. 사회통합조사 3개년도 자료를 이용하여 실증분석을 수행한 결과, 정부신뢰와 투표참여의 이변수 상관관계는 정(+)의 관계를 가지나, 체제신뢰와 관련된 변수를 통제한 뒤에는 부(-)의 관계가 제시되었다. 이는 정권에 대한 신뢰부족이 투표참여로 이어지는 자기표현적 동기가 지방선거에서 나타나고 있음을 시사한다. 본 연구결과는 정부신뢰와 투표참여 간 관계의 비일관성을 제시한 새로운 이론적 흐름을 확인하며, 지방정부가 투표율을 제고하고 주민의 신뢰수준을 관리하기 위해 어떠한 접근을 취하여야 할지 판단하는데 유용한 기초자료가 될 것이라고 기대한다.

다국어 초록 (Multilingual Abstract)

Despite the old argument that there is a certain relationship between political trust and voter turnout, no consistent relationship has been derived from prior studies. By distinguishing two dimensions of political trust, trust in regime and trust in an incumbent, and by introducing the concept of voting motivation, the study aims to draw relationship between political trust and voter turnout. In particular, this study limits the discussion to local government. Using three-year social integration survey data, a positive relation between the two variables has been drawn. However, after controlling variables related to trust in regime, the relationship switched to negative. The results suggests that expressive motivation, low trust in an incumbent leading to voter turnout, is emerging in local elections. The study contributes to the theories of political trust and voter turnout by providing useful tips to solve the inconsistency between previous studies. The results are expected to provide useful implications for determining what approaches local governments should to raise voter turnout and to manage political trust.
