부산-거제 연결도로 민자유치사업의 이해당사자간 갈둥과 조정에 관한 사례연구 = A Case Study on the Conflict and Coordination Among the Shareholders of the Busan-Geoje Fixed Link Private Participation Project

The purpose of this research is to ana1yze the conflicts of the shareholders of the vate participation project by investigating the case of Busan-Geoje Fixed Li Project which is under negotiating competent authority with potentia1 concessionaire.
This research investigates the each stage of the Selection of Private Investment Project, the Issue of RFP, Business Plan Submission & its’ Eva1uation, and Negotiation. The researcher to get the information relating with each stage of the above participated in the negotiation process and interviewed with the relevant officers during the last two years.
π1Ìs rearch revealed the conflicts between the competent authority and potentia1 concessionaire, but a1so competent authority elf in part of the subsidy amount and time of its’ αnding. Communication problem with the internationa1 consortium member is uniQue in this case regarding other private investment projects of Ko.
The results of this research indicate the a1ternatives of policy imIπovement;
First, interna1 agreement of the competent authority regarding the subsidy arnount and ne of providing to make the potentia1 concessionaire pl the best a1ternative. Second, Host country have to understand the n앵otiation culture of the internationa1 consortium who are armed with very act investigation res and raona1e logic. 1ird， the corr:tent authority have to prere the act and de1 instruction for the proposa1(RFP) based on the feasibility study to give potentia1 concessionaire with a clear de line of pr여l ect. Filly， the staff(s) of Private Infrasσucture Investment Center of Korea(PICKO) should involve the negotiation stage to prevent the conflict regng the reewing the concession agreement in advance.
