숙련노동 임금프리미엄 변동 요인에 대한 문헌연구 = Changes in Skill Wage Premium: Facts and Factors

다국어 초록 (Multilingual Abstract)

This paper introduces current literature on a global phenomenon of rising skill wage premium. Focusing on empirical analyses which investigate the factors of rising skill wage premium, this papers broadly survey on the empirical methods and results on this issue.
According to the literature, the main factor of the rising skill wage premium is skill-biased technological change, and increasing foreign outsourcing is another important factor of the rising skill premium. There have been three popular methods for analyzing empirically on this issue; decomposition analysis by within and between industry effects, estimating cost function by using translog function, and regression on changes of mandated wages. Each empirical methods has its pros and cons, so it seems to be necessary to refer all these methods for empirical analysing on the issue for Korean case.

국문 초록 (Abstract)

1980년대 이후 미국 등 주요 선진국의 노동시장에서 공통적으로 나타나고 있는 주요 현상으로 대졸 근로자의 공급 증가와 숙련(대졸)/비숙련간의 임금격차의 확대가 동시에 나타나고 있다는 점을 들 수 있는데 이러한 현상은 1990년대 중반 이후 우리나라에서도 관측되고 있다.
이와 같은 현상을 설명하는 이론적 배경으로는 크게 숙련편향적 기술진보와 경제개방에 따른 생산요소 투입의 해외 아웃소싱 증가 등 두 가지를 들 수 있는데 미국 등 주요 선진국의 자료를 이용한 기존의 실증연구에 따르면 기술진보가 주된 요인인 가운데 경제의 개방도 증가도 일정 부분 임금프리미엄의 확대에 기여한 것으로 분석되고 있다. 특히 경제개방의 효과는 미국 보다는 영국, 홍콩 등 소규모 개방경제에 가까운 국가에서 상대적으로 더 큰 것으로 나타나고 있다. 이러한 점에 비추어 볼 때 우리나라의 경우에도 여타 선진국들과 마찬가지로 기술진보의 숙련편향성 및 대외개방도 증가가 임금프리미엄 확대의 주요 요인일 것으로 생각된다.
숙련노동 임금프리미엄 확대 요인에 대해 우리나라의 자료를 이용한 실증 연구는 아직 많지 않은데, 본고에서는 이와 같은 점을 고려하여 동 주제에 대한 기본 개념 및 이와 관련한 기존의 국내외 연구들을 정리해 보는 한편 이를 기초로 향후 관련 연구를 위한 실증분석 방법을 정리해 보았다. 본고에서 소개한 실증분석 방법은 (i) 숙련 및 비숙련 고용비중의 변동을 경제개방의 효과를 나타내는 산업간 효과와 기술진보의 효과를 나타내는 산업내 효과로 분해해 보는 방법, (ii) 초월로그 함수를 이용하여 비용함수를 추정하고 이를 통해 수요와 공급 요인을 분해해 보는 방법, (iii) 유추된 요소가격을 추정하여 수요와 공급 요인을 분해하는 방법 등이다. 이들 방법들이 각각 장단점을 지니고 있는 데다 우리나라를 대상으로 한 실증분석 결과를 다른 나라를 대상으로 한 결과와 폭 넓게 비교해볼 필요가 있다는 점에서 향후 우리나라의 자료를 대상으로 한 실증연구에서는 이들 세 가지 방법을 모두 사용하여 종합적으로 분석해 볼 필요가 있다고 생각된다.
