병무행정 시스템 구축 방안 = Implementation of A Military Manpower Administration System

국문 초록 (Abstract)

1. 목적
병무행정 정보체계 시스템 구축 사업은 병무 정보의 공개 및 공유를 통한 병무비리의 발생을 예방하고, 대국민 병무 서비스 개선과 국내외 환경변화에 능동적으로 대처하며, 조직 능력의 극대화를 위하여 병무혁신 차원에서 추진하는 병무행정 정보화 사업이다.
급변하는 행정 환경변화와 업무의 정보화 의존도 심화로 정보화요구를 신속히 수용하지 못하는 현 정보화 체계의 개선이 필요하며, 정보관리가 아닌 정보활용의 시스템이 구축되어야 하며, 정보처리와 행정으로 이원화된 업무와 조직이 융합되어야 하며, 중앙집중식 정보자원 운영으로 정보화의 효율성을 극대화하여 내․외부 사용자의 만족도를 향상시켜야 한다.
2. 추진배경
병무행정 업무는 1984년부터 전산화되어 현재까지 운영되고 있으며 현 정보화 시스템은 병역자원을 통합데이터베이스를 이용한 병역자원 종합 관리체계로 전환하여 자원관리의 효율성을 증대하고, 인터넷/인트라넷 기술을 이용하여 법무부, 행자부 등 유관기관과의 업무처리체계를 강화하고, 24시간 민원인에게 서비스를 제공하는 무중단 체계이며, 데이터웨어하우스 등 새로운 정보기술을 활용하여 통계분석 자료를 포함한 최적의 의사결정지원 자료를 제공하는 통합정보관리체계이다.
또한, 현 병무행정 정보체계는 지방청 및 본청을 연계한 징․소집 및 동원 자원관리 외 업무전반에 걸친 자동화를 지원하여 업무의 효율성을 높이고, 병무행정의 투명성 및 공정성을 보장하기 위해 인터넷을 통한 민원처리 및 각종 병역관련 정보를 제공하며, 전자결재 및 EDMS를 포함한 사무자동화 시스템과의 연계를 통해 종이 없는 사무실 구현을 가능하게 하는 체계이다.
하지만, 표준화된 업무절차가 부족하고 다양한 현업의 수작업으로 인해 업무처리시기가 지연되거나 미처리하는 경우가 발생하고 있으며 이로 인해 자원관리에 문제점이 도출되고 있다. 또한, 현행 시스템은 본청 및 13개 지방청에 시스템이 운영되는 분산시스템이며 분산자료로 되어있어서 업무처리의 성능이 저하되고, 장애추적 및 관리의 어려움이 있으며 청간 자원불일치로 인한 자원누수현상이 발생하고 있다. 또한, 현행 시스템은 징병검사와 나머지 12개 업무가 동일서버, 동일 어플리케이션 및 동일 데이터베이스를 사용하고 있어서 특정시간 업무 집중시 징병검사 업무로 인하여 나머지 12개 업무의 성능이 저하되는 현상이 발생되고 있다.
본 연구의 목적은 이러한 문제점을 해결하기 위하여 프로세스 경영기반의 병무행정 시스템 구축, 지방청 분산자료의 안정적인 통합 및 재설계, 무중단 안정성을 고려한 징병검사 시스템 분리 구축이라는 방안을 제시하여 병무행정 종합정보시스템을 지속적으로 개선 발전시키는데 있다.

다국어 초록 (Multilingual Abstract)

It needs to improve the current information system that is unable to promptly answer the demand of the creation of information opportunities due to the severer dependency on the creation of information opportunities of works along with the rapidly changing administration environment.
Also, it needs to constitute a system not for information management but for information utilization, incorporate tasks and organization which were dualized as information processing and administration, and enhance the satisfaction of internal and external users by maximizing the efficiency of the creation of information opportunities with the operation of center intensive information resources.
The purpose of this study is to propose details of the implementation of a process operation-based conscription administration system, the stabilized integration and re-design of data distributed by local offices, the separated implementation of a physical examination for conscription system in consideration of incessant stability for consistently improving and developing the conscription administration comprehensive information system.
When summarizing and articulating the plans for implementing a conscription administration system proposed in this study, first, the system is aimed to secure transparency in the work by registering, disclosing, and managing work processing procedures after implementing a process operation-based conscription administration system, and to prevent the omission of the duties of a person in charge and to control and manage process deadline by preparing the time of data processing and all work procedures as information by preparing work innovation-based system through the acceleration of work procedures and the real-time confirmation and management of the processing of work. Second, this system is aimed to resolve the problems of inefficiency such as duplicated duties pursuant to distributed management, and the occurrence of errors in resource management pursuant to the transfer of personal information among local offices by pursuing the integrated management of military service resources that are managed by 13 local offices through the stabilized integration and re-design of data distributed by local offices. Third, this system is aimed to secure the capability at the peak time by excluding mutual intervention by logically dividing the composition of conscription administration database into conscription administration and physical examination for conscription as details of constituting a physical examination for conscription system in consideration of incessant stability after the data separation, and to remove inefficiency in the use of resources with the concentration on works in a specific time zone.
Hopefully, the advanced conscription administration can be implemented by extending the administrative service through the stabilization of a conscription administration comprehensive information management system suited to the direction of the future system proposed in this thesis, implementing the tailored service by individual information user, and consistently expanding the information infrastructure for the application of new technology.
