Writer, by making 17c historical novel Kim Young Chul-joen the main text, considered one person’s life who was involved in Ming-Qing war and the government leadership problem in this paper. Kim Youngchul-jeon is a historical novel that main character Kim Youngchul separated with family, participated in Simha Battle, suffered from being war prisoner and returned to the country, followed the army again and get suffered. Through this work, we can meet historical event and aspect of real politics of 17c East Asia that provide a period background of Kim Youngchul family history. Recruiting the army for Simha Battle, Chosun government promised the exemption of military service and people of lower class. However, main character Kim Youngchul didn’t receive any rewards, and couldn’t get out of laborious tasks for the lifetime. Chosun government enhanced the ideology that revere Ming and against Qing by registering General Kim Eungha who died in Simha Battle on Chungryeol-rok promptly and heroizing him. However, the government couldn’t give any reward to people who honored, wounded, died, and prisoned during the war and couldn’t prepare any money or law neither. In contrast, emperor of Qing, Hong Taiji in the novel forgave Youngchul’s mistake in the past and gave a silk and two horses. Historically, Qing government admitted war prisoners to Eight Banners(八旗軍), deserved foreign people well including surrendered generals, made them give a big contributions, and gave proper rewards. Qing government unified the China with these laws and leadership of rewards, however, Chosun government lost the foundation of government affair by not giving a reward to dispatching soldiers. About ten thousand soldiers died or couldn’t return to Chosun, Chosun national power critically damaged and those families lost men who inherit the family. Kim Youngchul-jeon shows incapable nation in the war and what is the leadership of nation who unify the world. Writer brought up the need to take a benefit of the nation, with politicians do not fall in empty ideology and look closely at international situation, and the need to protect personal lives and give proper reward about accomplishment.
