한반도 평화체제 구축과 동북아다자간안보협력을 위한 한국의 전략 = Korea's Strategy for Institutional Multilateral Security Cooperation in Northeast Asia as a Means to Construct a Peace Regime

Peaceful unification of two Koreas, one of the primary national objectives in South Korea, should be pursued on the basis of the permanent peace regime on the Korean peninsula. The process of building such a peace regime can proceed at various levels and in various manners. The institutionalization of multilateral security cooperation in Northeast Asia is one viable alternative. It not only effectively promotes Korea’s security interests but also helps it capitalize on its comparative advantage over other nations in the region. Korea must reflect upon the meaning of cooperative security in Northeast Asia in the context of its security strategy for the 21st century. Then it has to set up a carefully organized course of action by period (ex. mid-term, long-term), level (ex. military, political, cultural), and sector (ex.
public, private). Finally it should put this into practice in a systematic and coherent way. Options available to it include the joint management by Korea and the U.S. of the strategic flexibility of the U.S.F.K., pursuing a Northeast Asian ‘Nation of the Golden Mean,’ and peace-networking of civil societies in Northeast Asia, to name a few.
