파놉티콘의 정치이론 －푸코의 벤담 해석에 대한 논쟁을 중심으로－ = The Political Theory of Panopticon : Focusing on the Controversy Concerning Foucault`s Interpretation of Bentham

국문 초록 (Abstract)

파놉티콘(panopticon)의 논의는 푸코 철학의 전개과정에서 가장 인상적인 부분을 보여준다. 푸코는 벤담의 파놉티콘 구상을 해부하여 19세기 자유주의가 사실상 은폐된 통제의 이념이며 현대사회 역시 그 연장선상에서 파악될 수 있다고 설파하였다. 파놉티콘의 원리를 감시와 통제의 기제로 파악하고 그것을 사회 일반에 적용시키는 푸코의 파놉티시즘(panopticism) 이론은 이후 여러 논자들에 의해서 현대사회를 분석하는 유력한 패러다임이 되어왔다.
그러나 이러한 푸코의 이론에 대해서 두 가지 관점에서 문제가 제기되었다. 하나는 벤담주의자들의 비판으로서 푸코가 벤담의 공리주의를 왜곡하고 있다는 주장이며 다른 하나는 20세기 사회를 파놉티시즘의 논리로 단순화시켜서는 안된다는 현대사회과학의 주장이다.
본 논문은 벤담의 파놉티콘에 대한 푸코와 벤담주의자들의 상반된 해석에 즈음하여 시대적 상황을 고려할 때 19세기를 논함에 있어서는 벤담주의자들의 시각이, 20세기를 논함에 있어서는 푸코의 시각이 상대적으로 더 타당성이 있음을 주장하였다.

다국어 초록 (Multilingual Abstract)

The topic `panopticon` might be considered as one of the most impressive parts in Foucault`s philosophy. By analysing Bentham`s project of panopticon, Foucault maintained that nineteenth century liberalism is actually camouflaged ideology of control and that contemporary society can be grasped by means of the same logic.
Foucault`s theory of panopticism has been the influential paradigm to analyse the contemporary society; it takes the principle of panopticon for the mechanism of surveillance and control and applies it to the society at large.
But his theory is faced with a serious problem from two positions. The one position raised mainly by Bentham scholars against Foucault`s is that he distorted Bentham`s utilitarianism. The other position contemporary social scientists support is that the twentieth century society could not be easily simplified by the logic of panopticism.
Faced with the contrasting interpretations of panopticon by Foucault and Bentham scholars, I argue in this paper that Bentham`s perspective be more appropriate in discussing the 19^th century while Foucault`s be more convincing in discussing the 20^th century when we consider the difference of historical situations.
