혁신도시 시즌2 에 따른 지역발전 주체의 역할 연구: 전라북도를 중심으로 = A Study on the Role of Regional Development Subjects according to Innovation City Season 2: Focused on Jeollabuk-do

다국어 초록 (Multilingual Abstract)

A representative project of the relocation project of public institutions to reduce the population of the metropolitan area and localize it as a self-reliant one is an innovative city. The project was stalled in the process of regime change and was re-energized under the name of “Innovative City Season 2. The purpose of this study is to examine how the regional development players in Jeonbuk Province should respond and prepare for the Innovation City Season 2.
Jeonbuk-do should establish plans for innovation cities in Jeonbuk Province, and must operate an industry-academic cluster, form a consultative body for local human resources, establish innovation city development committee, and establish innovation city development support center. “Innovative City Season 2” is a central shift to local government that has attracted innovative cities.
The industrial community in Jeonbuk Province received seeds of the industrial ecology of Jeonbuk Province, which are innovative city transferred public institutions. The seeds are named agricultural, agriculture and life education, financial, electronic, publishing, public education, and spatial information industry ecosystems.
Universities in Jeonbuk Province will be able to hire more local talent by operating a network focused on regional specialization, local universities and local talent development, and renovating departments centered on public institutions in innovative cities. In addition, universities in Jeonbuk Province should restructure research organizations centered on public institutions in innovative cities, strengthen industrial, academic, and business cooperation through specialization of business startups, and supplement the scholarship system, such as expanding scholarships for local talent. Finally, universities in Jeonbuk Province should play a proper role to ensure that innovation cities fully melt into the region.
Although the study examined the role of policy-makers mainly on innovation cities in Jeonbuk Province, it is expected to serve as a good reference for the role of each of the innovative cities in other regions.

국문 초록 (Abstract)

지역간 불균형 발전에 따른 수도권 인구집중을 완화하고 자립형 지방화를 위하여 추진되었던 공공기관 지방이전 사업 중 대표적인 사업이 혁신도시이다. 이 사업은 정권의 변화과정 속에서 주춤하다가 『혁신도시 시즌2』라는 이름으로 다시 그 동력을 갖게 되었다. 본 연구는 『혁신도시 시즌2』에 전북지역의 지역발전 주체자들이 어떠한 대응과 준비를 하여야 하는 가를 살펴보는데 목적을 둔다.
전북도는 전북혁신도시발전계획을 수립하여야 하며, 산학연클러스터운영, 지역인재채용협의체 구성운영, 혁신도시발전위원회, 혁신도시 발전지원센터 설치운영 등 혁신도시발전과 이를 통한 전북지역발전을 도모하여야 한다. 『혁신도시 시즌2』는 혁신도시를 유치한 지방정부로의 중심이동이라 할 수 있다.
전북의 산업계는 혁신도시 이전공공기관이라는 전북의 산업생태계 씨앗들을 받았다. 이 씨앗들의 명칭은 농생명산업･농생명교육･금융산업･전기안전산업･출판문화산업･공공교육산업･공간정보산업 생태계이다.
전북지역의 대학은 지역특화 중심의 학과 개편, 지방대학･지역인재 육성 네트워크를 구축, 혁신도시 공공기관에 중심을 둔 학과 개편과 오픈캠퍼스 등을 운영하여 지역인재가 보다 많이 채용될 수 있게 하며, 혁신도시 공공기관에 중심을 둔 연구조직을 개편하고 산학협력 및 창업의 특화를 통해 산･학･연 협력을 강화하고, 지역인재 대상 장학금 확대 등 장학제도의 보완, 그리고 혁신도시의 지역체화의 완성을 위한 역할을 수행하여야 한다.
본 연구에서는 주로 전북의 혁신도시를 중심으로 정책주체들의 역할에 대해 살펴보았지만, 타 지역의 혁신도시 각각의 주체의 역할에 있어서도 좋은 참고가 될 것으로 보인다.
