아프리카 산유국의 지속 가능한 발전 잠재력과 도전과제 분석 = Analysis on the Potentials and Challenges of Sustainable Development in African Oil-producing Countries: Focused on the UN"s Sustainable Development Goals

국문 초록 (Abstract)

전 세계의 지속가능한 발전에 있어 아프리카의 위상은 중요하다. 특히 아프리카 산유국들의 경우, 경제 규모가 작은 다른 아프리카 자원 빈국들과 달리, ‘풍요 속의 빈곤’이라는 역설적 상황을 극복하기 위해 자원을 적절히 활용, 관리, 보전하여 SDGs를 달성해야 하는 도전과제에 직면하고 있다. 그러나, 유엔의 지속가능한 발전목표, 즉 SDGs의 핵심비전인 “아무도 버려두지 않고 함께 공생하겠다(Leave no one behind)"는 포용적 성장이라는 관점에서 아프리카의 석유 및 가스 생산국들은 자신들의 자원소득을 국가전체의 발전으로 연결시키는데 어려움을 겪고 있다. 이러한 견지에서 본 연구는 아프리카 산유국의 지속가능한 발전 가능성과 도전과제를 분석하고자 한다. 이를 위해 아프리카 산유국의 현재와 미래를 좌우할 핵심 이슈인 과도하게 자원 의존적인 경제사회 구조, 자원사업과 관련된 부정부패와 방만한 거버넌스 운영, 역설적인 에너지 문제를 논의한다. 각 이슈 별로 관련 현황과 도전과제를 분석한 뒤, 이에 대한 극복전략을 제안하고자 한다. 또한 SDGs 목표가 어떠한 관점에서 이러한 이슈들과 연계되어 있는 지를 분석하고 우리나라의 대 아프리카 산유국 전략에 대한 전망을 제시하고자 한다.

다국어 초록 (Multilingual Abstract)

Africa"s status is important based on the sustainable development around the world. Particularly in the case of African oil producing countries, unlike other poor African countries with a small economic size, they face the challenge of achieving Sustainable Development Goals (SDGs) by utilizing, managing and preserving resources to overcome the paradox of "poverty in abundance". However, they face hindrance to make their resource income connected to the development of their nations due to the UN"s inclusive growth, "leave no one behind", which is the core vision of the SDGs. In this respect, this paper analyzes the potentiality and challenge of sustainable development in African oil producing countries. For this, the paper discusses following core issues which determine the future of the African oil countries: excessively resource-dependent economic and social structure; corruption and bad governance caused by resource businesses; paradoxical energy problems. The paper analyzes the current status and challenges for each issue, proposing strategies to overcome them. Finally, we analyze the connection between the core issues and SDGs, and propose Korea"s strategies for the African oil countries.
