지방자치단체 부채의 영향요인 연구 = How can Local Governments Get out of Debt?

국문 초록 (Abstract)

이 연구는 지방자치단체가 중앙정부로부터 받는 이전재원, 복지수요, 정치적 요인이 지방자치단체의 채무와 부채에 미치는 영향을 실증적으로 규명하기 위해 2013년부터 2020년까지 광역자치단체와 기초자치단체 241개를 대상으로 삼아 패널회귀분석 고정효과모형으로 분석하였다. 분석결과를 살펴보면, 첫째, 이전재원 중 보조사업비중은 지방 채무를 증가시키는 것으로 나타났다. 둘째, 복지수요 중 장애인 인구 수는 지방 채무와 U자형 관계라는 점을 실증적으로 밝혔다. 마지막으로 정치적 요인인 단체장 득표율은 지방 부채를 증가시키는 요인임을 확인했다. 지방자치단체 유형에 따라 구분하여 분석한 결과를 살펴보면, 이전재원 중 보조사업비중은 기초자치단체에서는 지방 채무를 증가시키지만 광역자치단체에서는 지방 채무를 감소시키고, 지방 부채를 증가시키는 것을 밝혔다. 복지수요 중 장애인인구 수는 광역자치단체의 지방 채무와 U자형 관계를 맺고 있음을 확인했다. 정치적 요인 중 단체장 선수는 광역자치단체에서만 지방 부채에 유의미한 영향을 미치고 있어, 삼선에 비해 초선과 재선인 단체장이 있는 지방자치단체에서 지방 부채를 높이고 있음을 알 수 있다.

다국어 초록 (Multilingual Abstract)

To empirically investigate the effects of grants from central government (and provincial authority), welfare demand, and political factors on local government debt and liabilities, this study analyzed 241 metropolitan, provincial, and municipal governments from 2013 to 2020 using a panel regression fixed effects model. The results show that, first, the proportion of subsidized projects budget increases local debt; and, second, the number of people with disabilities has a U-shaped relationship with local debt. Finally, we found that the political factor, the percentage of votes for the head of the organization, increases local liabilities. When analyzing the results by type of local government, we find that the share of subsidized projects budget increases local debt in municipal authorities, but decreases local debt in metropolitan or provincial authorities, and increases liabilities in metropolitan or provincial governments. Also, we found that the number of people with disabilities has a U-shaped relationship with local liabilities of metropolitan or provincial authorities. Among the political factors, the left opportunities to a leader of the organization of being elected again has a significant effect on increase of local liabilities only in metropolitan city of provincial authorities, indicating that local liability is higher in local governments with first-term and re-elected mayors compared to third-term mayors.
