This study was aimed at finding a way to have the characteristics of stream discharging load "variation reflected in adjustment of the target water quality for Total Load Management System. To this end, the case of Geum river was reviewed to calculate the stream discharging load to 57 stream segment by using the actual measurements of water quality and the computed values of flux, and thereby, analyze the characteristics of stream discharging load variation. The gradation factors were calculated using the mean standard deviations of discharging load of each stream segment to be applied to adjustment of the target water qualities. As a result, when the gradation factor 'fmax' of Guem River bonryu08 was 1.2, and the 'k' values were 0.3, 1 and 3, the gradation factors of Bochungchun03 were 1.13, 1.10 and 1.03, while those of Sookchun were 1.09, 1.06 and 1.01, respectively for examples. In addition, the gradation factors were converted into the safety rate against the target water quality and the safety rates of Bochungchun03 were 11.56%, 8.96% and 3.25%, while those of Sookchun were 8.37%, 5.46% and 1.01% for examples.
