발전규범으로서 유엔의 지속가능발전목표: Martha Nussbaum의 가능성이론을 중심으로 = Analysis of the UN Sustainable Development Goals using Martha Nussbaum's capabilities approach

국문 초록 (Abstract)

최근 유엔은 빈곤퇴치와 발전을 위한 인류 공동의 달성목표로서 지속가능발전목표를 채택하였다. 본 논문은 가능성이론(capabilities approach)에 근거하여 모든 사람의 가능성을 확장하는 것이 발전의 최종적인 목적이어야 한다는 인식에서 출발한다. 그렇다면 과연 유엔이 새천년개발목표 출범부터 이론적 배경으로 삼고 있던 가능성이론은 지속가능발전목표에 이르러 얼마나 성공적으로 투영되었다고 평가할 수 있는가? 이 질문에 답하기 위해 본 논문은 Martha Nussbaum이 제안하는 10대 핵심가능성을 기준으로 지속가능발전목표가 가능성이론의 가치규범을 얼마나 내재화하고 있는지를 살펴보았다. Nussbaum의 10대 핵심가능성은 모든 인간이 정의롭고 존엄한 삶을 살기 위해 누려야 하는 최소한의 가능성 범주이다. ‘밀접 연결성’과 ‘간접 연결성’으로 범주를 나누어 10대 핵심가능성의 투영 정도를 분석한 결과, 지속가능발전목표는 이전의 새천년개발목표에 비해 Nussbaum의 가능성이론을 의미 있게 반영하고 있음을 알 수 있었다. 이를 통해 본 논문은 지속가능발전목표가 국제개발 분야의 공공정책이 지향해야 할 발전규범으로서 이해되어야 함을 강조한다.

다국어 초록 (Multilingual Abstract)

The primary purpose of this paper is to analyze the UN Sustainable Development Goals (SDGs) using Martha Nussbaum's capabilities approach. The SDGs are a set of newly adopted global agendas involving the end of poverty and fighting against inequality, which aim to build on the work of the Millennium Development Goals. According to Nussbaum, the normative ideal of human development is to extend human capabilities, or the substantial freedom that every individual innately has. In particular, she provides a list of 10 central capabilities which every citizen should be guaranteed as the social minimum of human dignity and social justice. Do the SDGs reflect Nussbaum's 10 central capabilities? If so, how? Is there any association between the normative value of the 10 central capabilities and the SDGs? After reviewing the levels and extent of association (direct or indirect), this paper concludes that in general the SDGs exhaustively encompass the point of Nussbaum's 10 central capabilities for all.
