연구논문 : 지방행정혁신을 위한 조직문화 쇄신에 관한 연구 = A Study on the Change of Organizational Culture for Local Administrative Innovation

국문 초록 (Abstract)

본 연구에서는 지방행정혁신의 성공적인 추진 및 가속화를 위해 조직문화가 행정혁신에 미치는 영향을 규명해 보고자 한다. 즉 조직운화를 합리문화·집단문화·위계문화·발전문화로 분류하고 이러한 조직문화 유형 중에서 성공적인 지방행정혁신을 위한 조직문화 유형은 무엇인지를 밝혀보고자 한다. 또한 본 연구는 이러한 분석결과를 토대로 성공적인 지방행정혁신을 위한 조직문화 쇄신 및 변화를 위한 방안을 제시하고자 한다. 조직문화 유형이 지방행정혁신에 미치는 영향을 분석한 결과. 합리문화, 집단문화, 그리고 발전문화는 유의수준 0.01에서 행정혁신에 유의미한 영향을 미치는 것으로 나타났다. 반면에 위계문화는 지방행정혁신에 유의미한 영향을 미치지 못하는 것으로 확인되었다. 조직문화 유형이 지방행정혁신에 미치는 영향정도에 있어서는 발전문화(β=.542), 합리문화(β=196), 집단문화(β=.134) 순으로 나타났다. 이러한 분석결과를 토대로, 본 연구에서는 지방행정혁신을 가속화 및 극대화하기 위한 조직문화 쇄신방안을 합리문화, 집단문화, 그리고 발전문화 차원에서 모색하고자 하였다.

This study aims at analyzing the impact of organizational culture on local administrative innovation. This research surveyed characteristics of organizational culture with dividing it into four cultural types rational culture, group culture, developmental culture, and hierarchical culture. This study adopted a questionnaire method in research of public employees in Kimcheon city, Gyeongbuk. Data were collected from 313 members for empirical analysis. Techniques used in analyzing data were reliability analysis, factor reliability, correlation analysis, and multiple regression analysis. The results of analysis indicate that rational culture, group culture, and developmental culture have a positive influence on local administrative innovation, while hierarchical culture has a negative influence on local administrative innovation.
