특허정보를 통한 디지털 정보격차 기술 국가별 동향 비교분석 = Comparative Analysis of Digital Divide Technology Trends by Country through Patent Information

국문 초록 (Abstract)

전 세계적인 COVID-19 확산과 4차 산업혁명으로 디지털화가 빠르게 진행되면서 사회 전반에서 디지털전환이 급속하게 이루어지고 있다. 디지털전환은 여러 방면의 다양한 격차들을 발생시키는데, 특히 고령층에서 그 격차가 심화되는 것으로 나타났다. 기존 연구의 대부분은 정보격차의 동향 분석에 집중하고 있으며, 정보격차와 관련된 기술 특허를 활용한 연구는 아직 진행되지 않았다. 본 연구에서는 디지털전환으로 인해 발생하는 디지털 정보격차를 기술적 관점에서 분석하고, 디지털 정보격차와 관련된 기술 생태계를 탐색적으로 살펴보기 위해 Assistive Technology를 대상으로 특허 분석을 실시하였다. 이를 위해 국내 특허 검색 서비스인 WIPS ON을 통해 전 세계 출원의 80% 이상을 차지하는 IP5(한국, 미국, 중국, 유럽, 일본)의 특허 데이터를 수집하고, 특허지표 분석을 진행하여 각 국가의 기술경쟁력을 비교하였다. 본 연구는 전 세계에서 가장 빠르게 고령화 사회로 진입한 한국과 그 외 국가들의 비교 분석을 통해 디지털 정보격차 관련 기술의 생태계 및 동향을 확인하고자 한다. 또한 연구의 결과를 통해 디지털 정보격차에 대한 이해를 높이고, 향후 대응방안 및 개선점 발굴을 위한 기초 자료로 활용될 수 있을 것을 기대한다.

The global COVID-19 pandemic and the rapid digitisation brought about by the Fourth Industrial Revolution have accelerated digital transformation, resulting in a digital divide, especially among the elderly. This study analyses the digital information divide from a technological perspective using patent data. Unlike existing studies that mainly focus on information gap trends, this study examines the technological ecosystem related to the digital information gap through patent analysis. We collected patent data from the IP5 (Korea, the US, China, Europe, and Japan) through WhisOn to compare the technological competitiveness of each country. As a result, we were able to identify the ecosystem and trends of technologies that bridge the digital information divide, with a focus on Korea, which is aging at the fastest rate in the world. This study aims to improve our understanding of the digital information divide and provide a foundation for future countermeasures and improvements.
