사모아의 파사모아(fa'aSamoa)와 파마타이 (fa'amatai): 남태평양적 정치질서의 전통적 기반 = Fa'aSamoa and Fa'amati in Samoa: A Traditional Basis of Political Order in the South Pacific

Political dynamics in Samoa has shown repeated institutionalization of fa'amatai, a rigid traditional belief system culminating in the construction of sociopolitical order based on the hegemony of tribal chiefs, i.e., matai's. The essential features of fa'amatai had been periodically realized since the 16th century in various configurations, until it became a powerful defensive apparatus to protect and preserve age-old political tradition under the colonial rule of Germany and New Zealand. It has served, after the independence in 1962, a credible reference point for political legitimation within the parliamentary framework of hierarchical order among matai's, or ‘title politics’, leading to the failure of adopting universal suffrage and ‘partial democratization’; the current electoral system stipulates the matai-only eligibility for candidature. In this context, Samoa, alongside with Fiji and Vanuatu where the traditional chiefly hegemony and the operation of modern political institutions are effectively fused, corroborates the distinctive transmutation of Western parliamentary democracy in the South Pacific.

국문 초록 (Abstract)

남태평양 도서국가 사모아(Samoa)의 정치적 역동은 파마타이(fa'amatai), 곧 족장(마타이, matai')의 절대적 패권에 입각한 정치사회질서를 지향하는 토착신념체계가 지속적으로 제도화된 과정이다. 즉, 파마타이는 16세기 이후 변화하는 역사사회적 조건에 상응하여 각기 다른 방식으로 구현되었으며, 독일과 뉴질런드의 식민통치 하에서는 외세의 압력으로부터 토착패권질서를 보호하기 위한 방어기제의 역할을 수행했다. 이는 또한 1962년 독립국가를 건설한 이후에도 위계적 족장패권에 따라 의회정치기제를 운용하는 ‘지위정치(title politics)’의 정당화 기제로 작동함으로써 보통선거제의 지속적 거부라는 지극히 이례적 현상을 초래했다. 즉, 족장에게 입후보권을 제한하고 있는 사모아의 ‘부분적 민주화’는 어디까지나 파마타이의 구도 속에서 전개되었고, 궁극적으로는 전통적 정치사회질서의 현대적 보존을 지향하고 있다. 요컨대 토착패권과 현대적 의회정치기제의 효율적 용융현상을 노정해 온 사모아는 피지(Fiji), 바누아투(Vanuatu)와 더불어 의회민주주의의 독특한 남태평양적 변용을 보여주는 사례라고 볼 수 있다.
