      아시아·태평양 무역협정(APTA)의 이행성과 평가 = A Study on the Effectiveness of the Asia-Pacific Trade Agreement

      The Asia-Pacific Trade Agreement (APTA), formerly known as the Bangkok Agreement, stands as the oldest preferential system in Asia, but it has not received much attention unlike the FTAs. It is primarily due to its relatively sluggish progress in terms of trade liberalization, attributed to different levels of development among its member countries. Importantly, as the conclusion of the Fourth Round of Tariff Concession under the APTA came into effect in 2018, this paper attempts to examine the effectiveness of the APTA by measuring utility rates. In fact, the APTA was actively used to receive preferential tariffs in Korea's trade with India and China before the Korea-India CEPA and the Korea-China FTA came into force. However, with Korea’s FTAs with India and China taking effect, it is true that expectations regarding economic performance of the APTA are diminishing.
      By utilizing Korea’s detailed import data from 2015 to 2020, this paper showed that the benefits from trade liberalization under APTA were eroded more rapidly since the Korea-China FTA took effect. Noticeably, the uses of the APTA are declining every year in most sectors despite the expanded trade liberalization under the APTA. Nonetheless, considering the APTA is a trade agreement with significant implications for facilitating intra-regional trade in this region, it is required to enhance the effectiveness of APTA to a distinct level compared to traditional FTAs.
