Ungok(雲谷) Lee Hee-bal(李羲發) was a representative official from Yeongnam(嶺南) Province and a scholar who served as a government official. Lee Hee-bal was selected as an Chogye Munsin(抄啓文臣) after Successful Applicants for the National Civil Service and began full-fledged political and academic activities. Lee Hee-bal was appointed as a government official in the central government, and twice served as a local government official, serving in the central and local governments.
Lee Hee-bal has been working in the center and presented various reform theories, but what attracts attention is the selection of human resources. Lee emphasized the importance of selecting local government officials among the importance of selecting talent. However, it was difficult to select suitable personnel for all villages, so he proposed the implementation of the Punishment of corrupt officials.
As an extension of emphasizing the importance of local government officials, Lee Hee-bal tried to solve the problem more actively than anything else when he was appointed as a local government official. When Lee Hee-bal was appointed as the Yeongwol-Busa(寧越府使), he reported the details of the region to the Provincial Governor(觀察使) and suggested ways to solve the problem together. In order to reform the harmful effects, Lee Hee-bal actively communicated with Provincial Governor and had some effect.
