The purpose of this study was to seek an effective linkage plan by grasping problems about linkage through surveying the actual condition of linkage between special school for intellectual disabilities and vocational rehabilitation service institution, and to offer vocational rehabilitation service, which is more effective and qualitatively enhanced, to students with disabilities. It surveyed and analyzed targeting 112 people of the chief teachers with a major in special school for intellectual disabilities, and of the middle managers in vocational rehabilitation tasks, who are working at welfare center for the disabled, employment agency for the disabled, and vocational rehabilitation facility in Chungcheong and Jeolla area. Summarizing the conclusions that appeared in this study, they are as follows.
First, most institutions are being linked now in relation to vocational rehabilitation task. A motive of linkage was the highest in the response as saying of aiming to offer the specialized service to the disabled. As for the phase of linkage, a case of special school and the employment agency for the disabled was being formed the linkage in relatively high level, which is being planned and adjusted service through cooperation. On the other hand, a case of the welfare center for the disabled and the vocational rehabilitation facility was being mainly formed the linkage in relatively low level at the phase of exchanging information and getting familiar each other. As for a linkage form, the linkage was being formed primarily by using the specialized program of being carried out at each institution. The merits given the linkage included sharing experience and idea of relevant institution, being easy for access to relevant service, being available for offering the overall and specialized service through linkage. The factors of promoting linkage were shown to be important factors in implementing service delivery system, establishing a role by institution, and arranging guideline and system for linkage. The factors of hindering linkage were representative in the lack of a systematically cooperative method and the lack of manpower in charge of linkage service.
Second, as a result of analyzing the contents of service linkage, the special school had the high ratio of service linkage in employment service, supportive employment, vocational evaluation, and career counseling. The ratio of service linkage was high in order of employment service, pre-job training, career counseling, vocational evaluation, and supportive employment in case of the welfare center for the disabled, in order of career counseling, vocational evaluation, employment service, and supportive employment in case of employment agency for the disabled, and in order of work adjustment training, job training, pre-job training, and career counseling in case of the vocational rehabilitation facility.
Third, as a result of analyzing satisfaction with the linked service targeting respondents, the satisfaction was indicated to be higher in order of the employment agency for the disabled, special school, welfare center for the disabled, and vocational rehabilitation facility. In case of employment agency for the disabled, the satisfaction was the highest with the linkage with other institutions.
Fourth, as a result of examining the service contents by institution, in case of special school, the relatively high level of service was being offered in pre-job training, work adjustment training, and job training. The relatively high level of service was being provided in work adjustment training, post-guidance, career counseling, pre-job training, and employment service in case of the welfare center for the disabled, in career counseling, vocational evaluation, employment service, and supportive employment in case of the employment agency for the disabled, and in pre-job training and work adjustment training in case of the vocational rehabilitation facility. The response was indicated to be the highest as saying that the special school needs to offer pre-job training intensively. In the vocational rehabilitation service institution, the response was indicated to be high as a whole as saying of needing to intensively offering work adjustment training and job training.
Fifth, there was recognition as saying that the employment agency for the disabled needs to perform a role such as a window of linking and adjusting service between institutions as the central institution of regional network, for the smooth and effective linkage and cooperation of vocational rehabilitation service.
Suggesting plans for vitalizing service linkage between special school and vocational rehabilitation service institution for reinforcing competence of looking for a job in students with intellectual disabilities based on the above findings, they are as follows.
First, to be formed linkage in the closer and higher level between special school and vocational rehabilitation service institution, there is a desperate need of expanding budget for offering linkage motivation and linkage service and of increasing and training manpower in charge of linkage.
Second, for effective linkage, there is a need of arranging a system for establishing a role by institution and for implementing and linking a service delivery system.
Third, there is a need of linking service through opening regular meeting, offering service information by institution, and publicizing, and of forming the central institution of network, which will play a role in a window of adjusting, targeting special school and vocational rehabilitation service institution within community.
Fourth, there is a need of implementing task network for service linkage between special school and vocational rehabilitation service institution.
