중국 하이난자유무역항의 활성화 방안에 관한 연구 = A Study on the Activation Plan of Hainan Free Trade Port in China

국문 초록 (Abstract)

하이난이 2021년 8월 26일부터 ‘하이난 자유무역항 국경 간 서비스무역 네거티브 리스트 관리방법(시행)’을 실시했다. 중국이 처음 내놓은 국경 간 서비스무역 네거티브 리스트인 ‘하이난 자유무역항 국경 간 서비스무역 특별관리조치(네거티브 리스트)’ 2021년판의 정식 시행은 하이난자유무역항이 수입화물에 대해 ‘제로(0) 관세’를 적용하기 전 조기 준비 업무가 착착 추진되고 있음을 상징한다.
중국은 2020년 6월 1일 ‘하이난 자유무역항 건설 총체 방안’을 발표했다. 이로부터 1년여 동안 하이난은 당 중앙과 국무원의 결정에 따라 자유무역항 건설 지원을 위한 구체적인 정책을 적극적으로 실시했다.
하이난은 법치화, 국제화, 편리화된 기업 환경 조성에 박차를 가하기 위해 제도 통합과 혁신을 선차적 과제로 선정하고 2020년 10월 ‘하이난 자유무역항 제도 통합·혁신 행동방안(2020-2022년)’을 발표했다. 2021년 3월 하이난성 정부는 성장이 주도하는 기업 환경 최적화 업무 전담반을 꾸려 두드러진 기업 환경 문제를 해결했다. 2021년 8월에는 잘못을 허용할 수 있는 전제 1개와 7가지 상황을 명시하고 기층 간부들의 선행 선시범과 과감한 시도를 독려하는 내용을 골자로 한 정책을 내놓았다.
과학기술 수단을 활용해 리스크 예방 및 통제력을 높이는 데 집중하는 하이난 사회 관리 정보화 플랫폼은 인적 이동, 물류, 자금흐름에 대한 24시간 모니터링을 구현하고, 근해, 해안선, 섬 내 3개의 방어권을 구축했다. 하이난 자유무역항은 일부 홍콩과 같은 이점을 가질 것으로 예상되며, 실제 홍콩과 유사한 수준의 무역·투자 자유화를 실현할 수 있을지는 후속조치를 검토해보아야 할 것이다. 수입관세 및 비관세 조치의 폐지, 외국인투자 제한 완화, 법인세 및 소득세율 인하 등 부분적으로 홍콩과 유사한 이점을 가질 것으로 보이나, 관련 세부 조치에 대한 검토가 필요하다.
그런데 현시점에서 파악된 바로는 하이난 자유무역항이 향후 중계무역 기능을 겸비한 의료관광특구로 발전할 가능성이 크며, 전 세계 기업을 대상으로 무역·물류·금융·전문 서비스를 제공하는 홍콩의 역할을 대체하기는 어려울 전망이다. 하이난 자유무역항 조성은 앞으로 30여 년이 소요되는 장기 정책사업으로, 관련 세부 정책이 아직 구상단계에 머물러 있어 발전 전망을 가늠하기에는 이르다. 다만 면세구매 제한 완화, 관광자원 개발로 인해 관광업이 우선 발전할 가능성이 크며, 서비스업과 첨단기술산업의 육성을 위해 투자규제 완화 및 세율 인하 이외에 다년간 유무형의 관련 인프라가 조성되어야 할 것이다.

On August 26, 2021, Hainan implemented the “Management Measures (Implementation) for the Negative List of Cross-Border Trade in Services of the Hainan Free Trade Port”. China's first cross-border service trade negative list, "Hainan Free Trade Port Cross-border Service Trade Special Management Measures(Negative List)", the official implementation of the 2021 edition symbolizes that early preparations are steadily progressing before Hainan Free Trade Port applies “zero tariffs” to imported cargoes.
On June 1, 2020, China announced the “Comprehensive Plan for the Construction of the Hainan Free Trade Port”. Since then, for about a year, Hainan has actively implemented specific policies to support the construction of a free trade port according to the decisions of the Party Central Committee and the State Council.
In order to accelerate the rule of law, globalization, and convenient business environment, Hainan has selected institutional integration and innovation as a priority task, and in October 2020, the "Hainan Free Trade Port System Integration and Innovation Action Plan (2020-2022)" announced. In March 2021, the Hainan Provincial Government set up a task force for optimizing the growth-led business environment to solve prominent business environment problems. In August 2021, a policy was put forward, specifying one premise and seven situations in which mistakes could be made, and encouraging basic cadres to make good practices and bold attempts.
Hainan Free Trade Port is expected to have some of the same advantages as Hong Kong, and follow-up measures should be reviewed to see if it can realize a level of trade and investment liberalization similar to that of Hong Kong. It is expected to have some advantages similar to Hong Kong, such as the abolition of import tariffs and non-tariff measures, easing of foreign investment restrictions, and reductions in corporate and income tax rates, but relevant detailed measures need to be reviewed.
According to what has been identified at this point, there is a high possibility that the Hainan Free Trade Port will develop into a medical tourism special zone that combines the functions of transit trade in the future. It is expected that it will be difficult to replace Hong Kong's role in providing trade, logistics, financial and professional services to companies around the world. The creation of the Hainan Free Trade Port is a long-term policy project that will take about 30 years. As related detailed policies are still in the conception stage, it is too early to gauge the development prospects. However, the tourism industry is likely to develop first due to the easing of restrictions on duty-free purchases and the development of tourism resources. In addition to easing investment regulations and lowering tax rates, tangible and intangible infrastructure must be created for many years to foster the service industry and high-tech industries.
